【摘要】：社區(qū)協(xié)同減災(zāi)模式具有減災(zāi)主體多中心化、減災(zāi)主體權(quán)威多樣化、減災(zāi)秩序規(guī)范化和減災(zāi)主體"信任度"工具化四大特征。為適應(yīng)全球化減災(zāi)趨勢(shì),國(guó)際上推崇社區(qū)"跨界主義"減災(zāi),實(shí)現(xiàn)跨區(qū)域減災(zāi)和跨學(xué)科減災(zāi)。"永續(xù)社區(qū)"減災(zāi)為增強(qiáng)減災(zāi)可持續(xù)性,強(qiáng)調(diào)"全面參與原則"、"公私協(xié)力"機(jī)制、授權(quán)減災(zāi)和民意協(xié)同。"多元參與"社區(qū)減災(zāi)的運(yùn)用在國(guó)際上出現(xiàn)依靠"成形參與機(jī)制"和不需"成形參與機(jī)制"仍可實(shí)現(xiàn)多元參與兩種情況。減災(zāi)信息的互通是協(xié)同減災(zāi)的基礎(chǔ),國(guó)際建立"協(xié)同互通"社區(qū)減災(zāi)信息技術(shù)系統(tǒng),以應(yīng)對(duì)信息分散對(duì)減災(zāi)帶來(lái)的阻礙。國(guó)際上還注重深化"協(xié)同減災(zāi)文化",旨在提醒減災(zāi)主體自覺(jué)參與、在社會(huì)形成"理解·包容·自覺(jué)"的減災(zāi)氛圍以及提升居民減災(zāi)能力。
[Abstract]:Community cooperative disaster reduction model has four characteristics: multi-centralization of disaster reduction subject, diversification of authority of disaster reduction subject, standardization of disaster reduction order and "trust degree" of disaster reduction subject. In order to adapt to the trend of global disaster reduction, the international community "cross-border doctrine" disaster reduction, to achieve cross-regional and interdisciplinary disaster reduction. " Sustainable communities "disaster reduction to enhance disaster reduction sustainability, emphasizing the" principle of full participation "," public-private collaboration "mechanisms to empower disaster reduction and public synergy." The application of multi-participation in community disaster reduction has two kinds of situations: depending on "formative participation mechanism" and "formative participation mechanism" in the world. The communication of disaster reduction information is the foundation of cooperative disaster reduction. International community disaster reduction information technology system is established to deal with the obstacles of information dispersion to disaster reduction. The international community also pays attention to deepening the "cooperative disaster reduction culture" in order to remind the main body of disaster reduction to participate consciously, to form the "understanding, tolerance and consciousness" atmosphere of disaster reduction in society and to enhance the ability of residents to reduce disaster.
