【摘要】：我國自上世紀(jì)末步入人口老齡化時期以來,老年人口持續(xù)增長,養(yǎng)老服務(wù)的需求也越來越大。目前,我國的養(yǎng)老服務(wù)主要包括家庭養(yǎng)老、機構(gòu)養(yǎng)老、居家養(yǎng)老三類。居家養(yǎng)老服務(wù)結(jié)合了家庭養(yǎng)老和機構(gòu)養(yǎng)老的優(yōu)勢,既滿足了老年人對家庭的需求,又提供了類似機構(gòu)養(yǎng)老的服務(wù),是適應(yīng)我國國情的養(yǎng)老服務(wù),成為學(xué)者關(guān)注的焦點。目前,關(guān)于居家養(yǎng)老服務(wù)的研究主要集中在運行模式、款物保障、監(jiān)督評估等理論研究方面。對具體地區(qū)的居家養(yǎng)老服務(wù)的實證研究主要集中在東部發(fā)達(dá)地區(qū),對西部經(jīng)濟不發(fā)達(dá)地區(qū)的關(guān)注較少。為了完善中西部勞動力輸出省市居家養(yǎng)老服務(wù)的研究,本文選取四川省內(nèi)江市作為代表,按照提出問題、分析問題、解決問題的思路對其居家養(yǎng)老服務(wù)模式展開研究。提出問題部分主要通過文獻回顧和相關(guān)概念理論的梳理,確定研究的問題。采用文獻分析法,對居家養(yǎng)老服務(wù)的研究現(xiàn)狀進行回顧并進行簡評,進而提出研究的問題。同時,對本文涉及的概念和理論進行闡釋。分析問題部分主要對內(nèi)江市居家養(yǎng)老服務(wù)模式進行分析。首先對內(nèi)江市居家養(yǎng)老服務(wù)背景進行分析,確定居家養(yǎng)老服務(wù)的重要性。接著對內(nèi)江市居家養(yǎng)老服務(wù)現(xiàn)狀進行實證研究,通過模型構(gòu)建,從社區(qū)平臺、政府、社會組織、要素市場、產(chǎn)品服務(wù)五個主體對內(nèi)江市居家養(yǎng)老服務(wù)模式進行了詳細(xì)的分析。最后通過調(diào)查問卷對內(nèi)江市居家養(yǎng)老服務(wù)進行評價,總結(jié)出內(nèi)江市居家養(yǎng)老服務(wù)存在的問題。解決問題部分通過對國內(nèi)外居家養(yǎng)老的經(jīng)驗進行總結(jié),在宣傳動員、投入保障、多方參與、監(jiān)管評估等方面提出具體可行的改進對策,以期對內(nèi)江市完善居家養(yǎng)老服務(wù)提供參考,對西部勞動力輸出省市的居家養(yǎng)老服務(wù)提供借鑒。
[Abstract]:Since the end of last century, China has stepped into the aging period, the elderly population continues to grow, and the demand for old-age services is growing. At present, China's pension services mainly include family pension, institutional pension, home pension. Home old-age service combines the advantages of family old-age care and institutional old-age care, which not only meets the needs of the elderly to the family, but also provides similar services for the aged in institutions. It is a pension service adapted to the national conditions of our country, which has become the focus of scholars' attention. At present, the research on home pension service mainly focuses on the theory of operation mode, money and material security, supervision and evaluation, etc. The empirical research on the home pension service in the specific areas is mainly concentrated in the eastern developed areas, but less attention is paid to the underdeveloped areas of the western economy. In order to perfect the research of home pension service in the export province of labor force in central and western China, this paper selects Neijiang City in Sichuan Province as a representative, and carries out a study on the mode of home old-age care service according to the ideas of raising questions, analyzing problems and solving problems. In the part of putting forward the questions, the research problems are determined by reviewing the literature and combing the related concept theories. Based on the literature analysis, this paper reviews the research status of home pension service and puts forward the research problems. At the same time, the concept and theory involved in this paper are explained. In the part of analyzing the problem, the author analyzes the service mode of home pension service in Neijiang City. Firstly, the background of home pension service in Neijiang City is analyzed to determine the importance of home pension service. Then it makes an empirical study on the current situation of the family old-age service in Neijiang City. Through the model construction, the paper makes a detailed analysis on the model of the family old-age care service in Neijiang City from the community platform, the government, the social organization, the factor market and the product service. Finally, through the questionnaire evaluation of the family pension service in Neijiang City, summed up the problems of the home pension service in Neijiang City. In the part of solving the problem, through summing up the experience of home and abroad, putting forward concrete and feasible improvement countermeasures in the aspects of publicity and mobilization, investment guarantee, multi-party participation, supervision and evaluation, etc. In order to provide reference for Neijiang City to improve the home pension service, to provide reference for the western labor export provinces and cities.
