【摘要】：要推動(dòng)殘疾人事業(yè)更快、更好地發(fā)展,讓全體殘疾人能夠平等地全面進(jìn)入小康,首先應(yīng)該對(duì)殘疾問題的實(shí)質(zhì)加以分析。本文認(rèn)為,殘疾問題的實(shí)質(zhì)是部分社會(huì)成員(殘疾人)與健全人相比存在更大的行動(dòng)障礙。形成這些障礙的原因是由于市場機(jī)制和社會(huì)結(jié)構(gòu)中的不平等機(jī)制等社會(huì)因素而導(dǎo)致的社會(huì)成員在全人類去障礙行動(dòng)中的受益不均衡,殘疾成員受益較少,因而仍然面臨比健全人更大的障礙。所以,殘疾問題是社會(huì)問題,是社會(huì)發(fā)展中對(duì)殘疾人的社會(huì)排斥而導(dǎo)致的,是我們的制度不完善所導(dǎo)致的。社會(huì)應(yīng)該為此承擔(dān)責(zé)任,全面開展殘疾人去障礙的社會(huì)行動(dòng),消除殘疾人與健全人之間的障礙差距。本文提出,應(yīng)該構(gòu)建我國殘疾人去障礙的目標(biāo)及公共行動(dòng)框架,完善殘疾人去障礙的行動(dòng)體系,從教育、就業(yè)、個(gè)人與家庭生活以及社會(huì)生活等各個(gè)方面開展去障礙行動(dòng),并通過加強(qiáng)康復(fù)服務(wù)、普及和提升輔具、加強(qiáng)無障礙設(shè)施建設(shè)、優(yōu)化去障礙服務(wù)、消除歧視和排斥,以及促進(jìn)殘疾人增能等多種方式提升殘疾人去障礙水平。
[Abstract]:In order to promote the cause of the disabled faster and develop better, and to enable all the disabled to enter into the well-off society on an equal basis, the essence of the disability problem should be analyzed first. This paper holds that the essence of disability is that some members of society (disabled persons) have greater barriers to action than healthy people. These obstacles are caused by the uneven benefits of members of society resulting from social factors, such as market mechanisms and unequal mechanisms in social structures, in the movement of all humankind to remove them, with less benefit for members with disabilities, As a result, there are still more obstacles than healthy people. Therefore, the disability problem is a social problem, caused by the social exclusion of the disabled in the social development, and caused by the imperfection of our system. The society should take responsibility for this, carry out the social action of the disabled to get rid of the obstacle in an all-round way, and eliminate the barrier gap between the disabled and the able-bodied. This paper proposes that we should construct the target and public action framework for the disabled in China, perfect the action system for the disabled, and carry out the action from the aspects of education, employment, personal and family life and social life. And through strengthening rehabilitation services, popularizing and promoting accessories, strengthening the construction of barrier-free facilities, optimizing the services of removing barriers, eliminating discrimination and exclusion, and promoting the disabled to enhance the level of accessibility.
