【摘要】：本文以發(fā)生于1935年的蘇北地區(qū)的水災(zāi)的救濟(jì)活動作為研究對象,以官方的統(tǒng)計(jì)資料、會議紀(jì)要及政府往來電報(bào)等為主要資料,對本次水災(zāi)的災(zāi)情及產(chǎn)生原因進(jìn)行簡單論述,重點(diǎn)在于對政府及社會救濟(jì)行為的研究,本文旨在探討當(dāng)時(shí)的南京國民政府及地方政府在救災(zāi)中采取了怎樣的措施、是否及時(shí)有效,以及在救災(zāi)過程中反映出的政府存在的問題,并對這些問題背后的深層次原因進(jìn)行探討。本文通過對此次水災(zāi)救濟(jì)的研究,得出以下結(jié)論:(1)南京國民政府及江蘇省政府等各級機(jī)關(guān)的救災(zāi)活動有組織、有計(jì)劃,在統(tǒng)一指揮下完成,對賑款賑物力爭合理分配,官方救濟(jì)活動有其可取之處。(2)社會各界在救災(zāi)過程中積極參與,形成良好氛圍,其所募捐的物資是賑款的重要來源。(3)南京國民政府及其下屬機(jī)關(guān)在救災(zāi)活動中也存在諸多問題,反映出南京國民政府經(jīng)濟(jì)上的力不從心,政治上自中央及地方缺乏協(xié)調(diào)性,救災(zāi)方面也尚未形成完善的災(zāi)害防治系統(tǒng)。
[Abstract]:Taking the relief activities of the flood in northern Jiangsu Province in 1935 as the research object, taking the official statistics, the minutes of the meeting and the government telegrams as the main data, this paper briefly discusses the disaster situation and the causes of the flood. The focus is on the research of government and social relief behavior. The purpose of this paper is to explore what measures the Nanjing National Government and the local government took in disaster relief at that time, and whether it was timely and effective. And the problems reflected by the government in the disaster relief process, and the deep reasons behind these problems are discussed. Based on the study of the flood relief, this paper draws the following conclusions: (1) the relief activities of the Nanjing National Government and the Jiangsu Provincial Government are organized, planned and completed under the unified command to strive for rational distribution of relief items. Official relief activities have their merits. (2) all sectors of society actively participate in the disaster relief process, forming a good atmosphere, and the materials it collects are an important source of relief funds. (3) there are also many problems in the disaster relief activities of the Nanjing National Government and its subordinate organs. It reflects the economic inability of the Nanjing National Government, the lack of coordination between the central and local governments in politics, and the lack of a perfect disaster prevention and control system in disaster relief.
