【摘要】：中共十八大以來,以習(xí)近平總書記為核心的黨中央在和平與發(fā)展的旗幟下,以中國夢統(tǒng)籌國內(nèi)國際兩個大局,通過加強外交頂層設(shè)計和布局,全面推進(jìn)中國特色大國外交。這種特色最鮮明的體現(xiàn)是習(xí)近平總書記倡導(dǎo)的以合作共贏為核心的新型國際關(guān)系,努力構(gòu)建全球伙伴關(guān)系網(wǎng)絡(luò),同時借助文明交流互鑒,將追求中國夢同他國夢、地區(qū)夢相契合,以攜手打造人類命運共同體。在此理念指引下,發(fā)展中國家,特別是拉美地區(qū)成為中國特色大國外交的亮點。習(xí)近平總書記在約4年時間里先后3次出訪拉美,并將與6個拉美主要國家的關(guān)系提升至全面戰(zhàn)略伙伴關(guān)系,凸顯拉美在中國外交新格局中的重要地位。2015年中拉論壇機制的建立和2016年第二份對拉政策文件的發(fā)布意味著中國對拉外交的日益成熟和完善,也預(yù)示著中國擁有了一個確定的對拉政策長遠(yuǎn)目標(biāo),即構(gòu)建平等互利、共同發(fā)展的中拉全面合作伙伴關(guān)系。這是中國對拉政策的基石,也是中國對拉外交實踐的方向。
[Abstract]:Since the 18th CPC National Congress, under the banner of peace and development, the CPC Central Committee, with General Secretary Xi Jinping as the core, has taken the Chinese Dream to coordinate the overall situation of both domestic and international situations, and through strengthening the top-level design and layout of diplomacy, it has comprehensively promoted the diplomacy of great powers with Chinese The most striking manifestation of this feature is the new type of international relations advocated by General Secretary Xi Jinping, which focuses on cooperation and win-win cooperation, and strives to build a global partnership network. At the same time, it will pursue the dream of Chinese Dream and other countries by means of civilized exchanges and mutual learning. Regional dreams coincide to create a community of human destinies hand in hand. Under the guidance of this concept, developing countries, especially Latin America, have become bright spots in the diplomacy of great powers with Chinese characteristics. General Secretary Xi Jinping has visited Latin America three times in about four years and has upgraded his relations with six major Latin American countries to a comprehensive strategic partnership. Highlighting the importance of Latin America in the new pattern of Chinese diplomacy. The establishment of the China-Latin American Forum mechanism in 2015 and the release of the second policy document on Latin America in 2016 mean that China's diplomacy with Latin America has become increasingly mature and improved. It also indicates that China has a definite long-term goal of its policy toward Latin America, that is, to build a comprehensive partnership of equality, mutual benefit and common development. This is the cornerstone of China's policy towards Latin America and the direction of China's diplomacy with Latin America.
