【摘要】：中西方圍繞治國理政的爭論長期被"政體問題"所困擾,這種問題意識和困惑最早始自明末來華的西方傳教士利瑪竇。自利瑪竇以降,西方四百年來長期無法有效歸類中國的政體,形成持久的困惑。治理為本是中國的政治實踐和理論傳統(tǒng),傳統(tǒng)"郡縣國家"治理體系傳承至今,中國注重利益共享的實踐導(dǎo)向和西方注重政體形式的傳統(tǒng)大不相同。西式選舉的開展至少需要選舉共識、選民單一、經(jīng)濟發(fā)展和任務(wù)稀少四大條件,這些都與中國當(dāng)下的歷史要求不相匹配。"四個自信"是超越西方政體問題意識與迷思的基礎(chǔ),體現(xiàn)了中國治理模式的歷史性突破。在當(dāng)代中國實現(xiàn)"偉大復(fù)興"的過程中,中國共產(chǎn)黨和社會主義兩面旗幟不能倒。
[Abstract]:The dispute about governing and managing politics between China and the West has long been troubled by the "polity problem", and this kind of problem consciousness and confusion originated from Matteo Ricci, a Western missionary who came to China in the late Ming Dynasty. Since Matteo Ricci fell, the West has been unable to classify China's polity effectively for four hundred years. Governance is the political practice and theoretical tradition of China. The traditional "prefectural and county state" governance system has been passed down to now, and the practice orientation of paying attention to the sharing of interests in China is quite different from the tradition of paying attention to the form of government in the West. Western-style elections require at least an electoral consensus, a single electorate, economic development, and a scarcity of tasks, all of which do not match China's current historical demands. " "four self-confidence" is the basis of transcending the consciousness and myth of western polity, and embodies the historic breakthrough of Chinese governance mode. In the course of the great rejuvenation of contemporary China, the two banners of the Communist Party and socialism cannot fall.
