【摘要】：正一、問題的提出與文獻(xiàn)述評在推進(jìn)國家治理體系和治理能力現(xiàn)代化的過程中,政協(xié)發(fā)揮著重要的作用。然而,如何通過精準(zhǔn)介入基層協(xié)商,有前瞻性地引領(lǐng)基層社會的變革,鞏固基層政權(quán),是當(dāng)前人民政協(xié)面臨的重大現(xiàn)實(shí)和理論問題。政治協(xié)商、民主監(jiān)督、參政議政是人民政協(xié)的主要職能。但是,長期以來,政協(xié)協(xié)商往往表現(xiàn)為合法性有余而有效性不足,也就是說,政協(xié)協(xié)商不能有效地應(yīng)對轉(zhuǎn)型社會的突出問題,其根源在于它缺乏一套行之有效的介入?yún)f(xié)商的方法與機(jī)制。
[Abstract]:First, in the process of promoting the modernization of national governance system and governance ability, the CPPCC plays an important role in the raising of the question and the literature review. However, it is a great realistic and theoretical problem that the CPPCC is faced with at present, how to accurately intervene in grass-roots consultation, guide the reform of grass-roots society and consolidate grass-roots political power. Political consultation, democratic supervision and participation in politics are the main functions of the CPPCC. However, for a long time, the CPPCC consultation has often been characterized by more than legitimacy and insufficient effectiveness, that is, the CPPCC consultation cannot effectively deal with the outstanding problems of the transitional society. Its root is that it lacks a set of effective methods and mechanisms for interventional negotiation.
