【摘要】：通過(guò)兩次全國(guó)殘疾人抽樣調(diào)查數(shù)據(jù)的對(duì)比,不難發(fā)現(xiàn),新疆殘疾人生活狀況得到顯著改善。但不容忽視的是,目前新疆殘疾人還存在著諸多亟待解決的問(wèn)題,尤其是新疆地區(qū)殘疾人事業(yè)發(fā)展的不平衡。為響應(yīng)黨的十八大要求,實(shí)現(xiàn)全面建成小康社會(huì)的重大戰(zhàn)略,近幾年新疆殘疾人事業(yè)發(fā)展迅速。殘疾人就業(yè)是殘疾人事業(yè)的重要組成部分,而殘疾人職業(yè)技能培訓(xùn)更是促進(jìn)殘疾人就業(yè)的關(guān)鍵,因此大力加強(qiáng)殘疾人職業(yè)技能培訓(xùn),成為促進(jìn)殘疾人就業(yè)的重要手段。新疆地區(qū)地域面積大,少數(shù)民族聚居,要開(kāi)展殘疾人工作既要符合本地的政治、經(jīng)濟(jì)情況,又要結(jié)合本地的民族和地域特點(diǎn),這些都在一定程度上限制了殘疾人事業(yè)的發(fā)展。本文主要依托國(guó)內(nèi)外殘疾人就業(yè)和職業(yè)教育領(lǐng)域的研究成果以及實(shí)地抽樣調(diào)查的數(shù)據(jù),研究分析新疆殘疾人職業(yè)技能培訓(xùn)的影響因素,力求更有針對(duì)性地提出完善新疆殘疾人職業(yè)技能培訓(xùn)的建議和措施。本文以促進(jìn)殘疾人就業(yè)、改善殘疾人經(jīng)濟(jì)狀況為出發(fā)點(diǎn),在對(duì)國(guó)內(nèi)外相關(guān)研究成果進(jìn)行系統(tǒng)梳理和總結(jié)的基礎(chǔ)上,概括了新疆殘疾人職業(yè)技能培訓(xùn)的實(shí)施現(xiàn)狀和存在的問(wèn)題,運(yùn)用統(tǒng)計(jì)學(xué)知識(shí)結(jié)合新疆殘疾人職業(yè)技能培訓(xùn)問(wèn)卷調(diào)查,對(duì)新疆殘疾人職業(yè)技能培訓(xùn)影響因素進(jìn)行統(tǒng)計(jì)和分析,分析結(jié)果顯示殘疾人受教育程度的高低、殘疾等級(jí)的輕重、家庭年人均收入的水平、是否有工作和是否有無(wú)障礙設(shè)施等因素對(duì)新疆殘疾人職業(yè)技能培訓(xùn)工作的開(kāi)展有顯著影響。圍繞著新疆殘疾人職業(yè)技能培訓(xùn)目前存在的問(wèn)題和分析出的影響因素,分別從完善法律體系、增加資金支持、明確培訓(xùn)項(xiàng)目、建設(shè)無(wú)障礙設(shè)施、更新殘疾人人口數(shù)據(jù)、提高受教育水平以及增強(qiáng)殘疾人自信心等方面提出了具體的解決對(duì)策。
[Abstract]:By comparing the data of two national disability sampling surveys, it is not difficult to find that the living conditions of the disabled in Xinjiang have been improved significantly. However, it can not be ignored that there are still many problems to be solved for the disabled in Xinjiang, especially the imbalance in the development of the cause of the disabled in Xinjiang. In order to meet the requirements of the 18th CPC National Congress and realize the important strategy of building a well-off society in an all-round way, the cause of disabled people in Xinjiang has developed rapidly in recent years. The employment of the disabled is an important part of the disabled career, and the vocational skills training of the disabled is the key to promote the employment of the disabled. Therefore, to strengthen the vocational skills training of the disabled is an important means to promote the employment of the disabled. Xinjiang has a large area and ethnic minorities live in large areas. To develop the work of disabled people should not only accord with the local political and economic situation, but also combine with the local ethnic and regional characteristics. To a certain extent, the development of disabled people's cause has been restricted. Based on the research results in the field of employment and vocational education of disabled people at home and abroad and the data of spot survey, this paper studies and analyzes the influencing factors of vocational skills training for disabled people in Xinjiang. Aim to put forward suggestions and measures to perfect the vocational skills training of the disabled in Xinjiang. In order to promote the employment of the disabled and improve the economic situation of the disabled, on the basis of systematically combing and summarizing the relevant research results at home and abroad, this paper summarizes the status quo and existing problems of the implementation of vocational skills training for the disabled in Xinjiang. Based on the statistical knowledge and the questionnaire survey of vocational skills training for the disabled in Xinjiang, this paper makes statistics and analysis on the influencing factors of vocational skills training for the disabled in Xinjiang. The results show that the level of education and the level of disability of the disabled are high and low. The level of annual family income, whether there are jobs or not and whether there are any facilities have a significant impact on the development of vocational skills training for the disabled in Xinjiang. Focusing on the existing problems in vocational skills training for the disabled in Xinjiang and the analysis of the factors affecting it, from perfecting the legal system, increasing financial support, defining training projects, building barrier-free facilities, and updating the population data of the disabled, To improve the level of education and enhance the self-confidence of the disabled and other aspects of specific solutions.
