【摘要】：基層治理開啟以協(xié)商為名的社會實驗,源于其自上而下對社會治理的創(chuàng)新探索,也迫于不斷成長的公眾在社區(qū)生活中對話語權的追求。南京鼓樓區(qū)以“社區(qū)協(xié)商”為主題的三年實驗計劃,歷經(jīng)議事會并存下的協(xié)商困惑、賦權協(xié)商下的路徑選擇,在通往協(xié)商的途中不斷被實驗組施以刺激變量,實驗對象從27個試點社區(qū)向全部118個社區(qū)蔓延,協(xié)商模式也從滾雪球模式、精英模式向理事模式、云協(xié)商模式和全景模式等轉型。基層以協(xié)商為名的社會實驗雖無法回避全球協(xié)商治理實踐中遭遇的各種困境,但其本土化的探索、未來可能面臨的挑戰(zhàn)和不斷發(fā)酵的實驗樣態(tài)都值得持續(xù)關注。
[Abstract]:The grass-roots governance opens the social experiment with the name of consultation, originating from its top-down innovation exploration of social governance and the pursuit of the Dialogue right of the growing public in community life. The three year experimental plan of "community consultation" as the theme of the Drum Tower District of Nanjing has gone through consultative puzzles under the coexistence of deliberations and the road under the empowerment negotiation. Path selection, on the way to the negotiation, the experimental group continued to be stimulated by the experimental group. The experimental subjects spread from 27 pilot communities to all 118 communities. The negotiation model was also transformed from snowball model, elite model to board model, cloud negotiation model and panoramic model. The social experiment based on Co business could not avoid global consultative governance. All kinds of difficulties encountered in practice, but its localization, future challenges and continuous fermentation experiments deserve continuous attention.
