【摘要】：隨著改革開放的進一步深化,我國公民政治參與意識和政治訴求不斷提高,政治參與活動愈發(fā)活躍,政治參與的方式也愈發(fā)多元化。特別是在我國全面進入網(wǎng)絡時代后,網(wǎng)絡的廣泛使用為我國公民政治參與活動增添了新的變量。網(wǎng)絡的普及為我國公民參與政治生活提供了便捷的渠道與廣泛的平臺,在一定意義上促進了公民政治參與的發(fā)展;然而,另一方面,也導致了我國政治參與活動中出現(xiàn)一些無序現(xiàn)象。這些無序參與活動破壞了我國社會的和諧穩(wěn)定,對我國民主政治的發(fā)展也形成了嚴重的阻礙。黨的十八大報告中強調(diào)指出“要加快推進社會主義民主政治制度化、規(guī)范化、程序化,從各層次各領域擴大公民有序政治參與�！碑斍拔覈裾螀⑴c問題不僅要繼續(xù)鼓勵公民積極參加政治活動,提高公民政治參與的積極性,更重要的是要保證公民在秩序的規(guī)范內(nèi)參與社會政治活動。本文除導論外共分為五個部分,立足我國基本國情,在界定了有序政治參與相關概念的基礎上,第一部分對網(wǎng)絡我國公民有序政治參與的興起與發(fā)展進行了整理和闡述;第二部分對網(wǎng)絡時代國內(nèi)外公民有序政治參與的經(jīng)驗進行了小結;第三部分,分析了網(wǎng)絡時代我國公民有序政治參與中存在的主要問題及原因;第四部分,對我國社會上出現(xiàn)的政治參與事件進行案例分析;第五部分則針對我國公民政治參與實踐中存在的具體問題進行了深入思考,結合實際提出了推動網(wǎng)絡時代我國公民有序政治參與的對策。
[Abstract]:With the further deepening of reform and opening up, the awareness of political participation and political demands of Chinese citizens have been improved, the activities of political participation have become more active, and the ways of political participation have become more and more diverse. Especially after our country enters the network age, the extensive use of the network has added new variables to the citizen's political participation in our country. The popularity of the network provides convenient channels and a wide platform for citizens to participate in political life in our country. In a certain sense, it promotes the development of civil political participation; however, on the other hand, Also led to our political participation in the emergence of some disorderly phenomenon. These disorderly participation activities have destroyed the harmony and stability of our society and seriously hindered the development of democratic politics in our country. In the report of the 18th National Congress of the CPC, it was emphatically pointed out that "it is necessary to speed up the institutionalization, standardization, and procedure of socialist democratic politics, and to expand citizens' orderly political participation in all fields at all levels." At present, the problem of citizen's political participation in our country should not only encourage citizens to actively participate in political activities, but also ensure citizens' participation in social and political activities within the norms of order. This paper is divided into five parts in addition to the introduction, based on the basic situation of our country, on the basis of defining the concept of orderly political participation, the first part of the rise and development of orderly political participation of citizens of the network of our country are arranged and elaborated. The second part summarizes the experience of orderly political participation of citizens at home and abroad in the network age; the third part analyzes the main problems and causes of orderly political participation of citizens in the network era; the fourth part, The fifth part is about the concrete problems existing in the practice of citizen's political participation in our country, the fifth part is to think deeply about the concrete problems existing in the practice of the citizen's political participation in our country. Combined with the actual situation, this paper puts forward the countermeasures to promote the orderly political participation of Chinese citizens in the network age.
