【摘要】：隨著我國由傳統(tǒng)社會(huì)向現(xiàn)代社會(huì)轉(zhuǎn)型,我國的社會(huì)結(jié)構(gòu)、利益格局、思想觀念等都發(fā)生了深刻變化,這導(dǎo)致傳統(tǒng)國家治理模式難以滿足新時(shí)代發(fā)展的需要。而協(xié)商民主作為一種新型的民主理論范式,將其與國家治理結(jié)合起來進(jìn)行研究,解析協(xié)商民主與現(xiàn)代國家治理之間的內(nèi)在聯(lián)系,并對國家治理現(xiàn)代化進(jìn)程中的協(xié)商民主發(fā)展演進(jìn)展開梳理具有重要意義。協(xié)商民主作為一種具有巨大潛能的民主治理形式,它能以保障主權(quán)在民為旨?xì)w,力圖提高公民乃至整個(gè)公民社會(huì)在國家治理中的作用,努力通過自由而理性的公共對話使得公民的偏好更具反思性并發(fā)展成為公共政策的基礎(chǔ),從而有助于促進(jìn)國家治理現(xiàn)代化進(jìn)程的實(shí)現(xiàn)。
[Abstract]:With the transition from the traditional society to the modern society, the social structure, the pattern of interests and the ideology of our country have all undergone profound changes, which leads to the difficulty of meeting the needs of the development of the new era in the traditional mode of national governance. As a new democratic theoretical paradigm, the deliberative democracy is combined with national governance to analyze the internal relationship between consultative democracy and modern state governance. It is of great significance to sort out the evolution of consultative democracy in the process of national governance modernization. As a form of democratic governance with great potential, consultative democracy can aim at safeguarding sovereignty in the people, and strive to enhance the role of citizens and civil society as a whole in the governance of the country. Through free and rational public dialogue, citizens' preferences are made more reflective and developed into the basis of public policy, thus contributing to the realization of the modernization process of national governance.
