【摘要】：隨著城鎮(zhèn)化的推進(jìn),村鎮(zhèn)居民對(duì)生活質(zhì)量的要求不斷提高,村鎮(zhèn)社區(qū)的宜居問題受到廣泛關(guān)注。但村鎮(zhèn)社區(qū)還存在著基礎(chǔ)設(shè)施滯后、經(jīng)濟(jì)發(fā)展水平較低、文化教育水平落后、醫(yī)療保障層次低等問題。另外,國(guó)內(nèi)外學(xué)者對(duì)宜居研究多聚焦于城市層面,對(duì)村鎮(zhèn)宜居社區(qū)研究還比較空白。由于村鎮(zhèn)和城市的區(qū)別,村鎮(zhèn)宜居社區(qū)的評(píng)價(jià)指標(biāo)并不能完全參考已有的城市宜居社區(qū)指標(biāo)。 基于這種背景,本文依托國(guó)家“十二五”科技支撐項(xiàng)目“村鎮(zhèn)宜居社區(qū)與小康住宅建設(shè)評(píng)價(jià)體系關(guān)鍵技術(shù)研究”(項(xiàng)目編號(hào)：2013BAJ10815),對(duì)村鎮(zhèn)宜居社區(qū)進(jìn)行評(píng)價(jià)與應(yīng)用研究,具有重大意義。本文主要采用SPSS統(tǒng)計(jì)分析、層次分析和模糊綜合評(píng)價(jià)法對(duì)村鎮(zhèn)宜居社區(qū)進(jìn)行評(píng)價(jià)與應(yīng)用研究,主要內(nèi)容和結(jié)論如下： (1)構(gòu)建村鎮(zhèn)宜居社區(qū)評(píng)價(jià)體系：本文構(gòu)建了包括居住環(huán)境、配套設(shè)施、文化氛圍和社區(qū)服務(wù)4個(gè)一級(jí)指標(biāo)和18個(gè)二級(jí)指標(biāo)在內(nèi)的村鎮(zhèn)宜居社區(qū)綜合評(píng)價(jià)體系,并提出應(yīng)用建議。 (2)提出村鎮(zhèn)宜居社區(qū)評(píng)價(jià)體系應(yīng)用建議：在應(yīng)用時(shí)要明確評(píng)價(jià)目標(biāo)、確定評(píng)價(jià)主體、保障評(píng)價(jià)過程科學(xué)有效性、根據(jù)評(píng)價(jià)結(jié)果改進(jìn)社區(qū)建設(shè)、用發(fā)展的眼光看待宜居社區(qū)保證評(píng)價(jià)體系的科學(xué)應(yīng)用。 (3)利用評(píng)價(jià)體系進(jìn)行實(shí)證研究：本文根據(jù)村鎮(zhèn)宜居社區(qū)評(píng)價(jià)體系,對(duì)三山家園社區(qū)進(jìn)行評(píng)價(jià)。邀請(qǐng)專家學(xué)者對(duì)評(píng)價(jià)指標(biāo)權(quán)重進(jìn)行打分,并結(jié)合問卷數(shù)據(jù),用模糊綜合評(píng)價(jià)法對(duì)三山家園社區(qū)宜居水平進(jìn)行綜合評(píng)價(jià)。經(jīng)分析得到三山家園社區(qū)整體宜居水平評(píng)價(jià)得分為3.43,宜居水平良好。其中配套設(shè)施得分最高,3.74分；其次是居住環(huán)境,3.42分；再次是文化氛圍,3.3分；社區(qū)服務(wù)得分最低,為2.94分。綜合評(píng)價(jià)結(jié)果與社區(qū)實(shí)際基本吻合,說明評(píng)價(jià)體系科學(xué)性和實(shí)用性較強(qiáng)。
[Abstract]:With the development of urbanization, the demands of village residents on the quality of life have been improved, and the problem of liveable living in villages and towns has been paid more and more attention. However, there are still some problems in the village and town community, such as lagged infrastructure, low level of economic development, backward level of culture and education, low level of medical security and so on. In addition, scholars at home and abroad mostly focus on the urban level of livable research, and the study of livable communities in villages and towns is still relatively blank. Because of the difference between towns and villages, the evaluation indexes of livable communities in villages and towns can not refer to the existing indexes of livable communities. Based on this background, this paper, relying on the "12th Five-Year Plan" scientific and technological support project, "Research on the key Technologies of the Evaluation system of Livable Community and Well-off Housing Construction in villages and towns" (Project No.: 2013BAJ10815), evaluates and applies the livable communities of villages and towns. Of great significance. In this paper, SPSS statistical analysis, hierarchical analysis and fuzzy comprehensive evaluation method are mainly used to evaluate and apply the village and town livable community. The main contents and conclusions are as follows: (1) constructing the evaluation system of livable community in villages and towns. The comprehensive evaluation system of the livable community in villages and towns, including 4 primary indicators and 18 secondary indicators of cultural atmosphere and community service, And put forward the application suggestion. (2) put forward the application suggestion of the community evaluation system of the village and town suitable for living: make clear the evaluation target, confirm the main body of the evaluation, guarantee the scientific validity of the evaluation process, improve the community construction according to the evaluation result. The scientific application of the evaluation system of livable community assurance is viewed from the perspective of development. (3) an empirical study is carried out by using the evaluation system: according to the evaluation system of livable community in villages and towns, this paper evaluates the community in Sanshan. Experts and scholars are invited to evaluate the weights of the evaluation index, and combined with the questionnaire data, the fuzzy comprehensive evaluation method is used to evaluate the livable level of the community in Sanshan. The evaluation score of the whole livable level of Sanshan home community is 3.43, and the livable level is good. The supporting facilities score is the highest (3.74); the second is living environment (3.42); the third is cultural atmosphere (3.3); the lowest is community service (2.94). The comprehensive evaluation results are basically consistent with the community practice, indicating that the evaluation system is scientific and practical.
