【摘要】：當前中國老齡化問題日益凸顯,家庭空巢化現(xiàn)象逐漸嚴重,養(yǎng)老壓力不斷增加,“養(yǎng)兒防老”的功能已愈顯單薄,無論對于政府還是家庭而言都產(chǎn)生了一定的負擔。為了使更多老年人能夠安享晚年,“以房養(yǎng)老”這一概念被引入到中國,并在北京、上海、廣州、武漢四所城市付諸實踐�！耙苑筐B(yǎng)老”,也稱“反向抵押貸款”,在西方國家發(fā)展較為迅速,體系也相對完備,而在中國仍然是新生事物,社會公眾對于這項業(yè)務(wù)仍持觀望甚至懷疑的態(tài)度。通過對“以房養(yǎng)老”實踐的分析,不難發(fā)現(xiàn),政府在推進這一新型養(yǎng)老方案的工作過程中,仍然存在著諸多政府職能方面的問題:政府自身定位存在偏差,與養(yǎng)老事業(yè)相關(guān)的組織和職能存在交叉重復,政府對房地產(chǎn)市場的監(jiān)管力度較差,社會養(yǎng)老資源和社會團體力量被浪費,對實踐運行的追蹤反饋力度薄弱等等,亟待解決�；谝陨媳尘�,文章著重分析了中國“以房養(yǎng)老”實踐中政府職能方面存在的問題,在此基礎(chǔ)上對問題產(chǎn)生的原因加以剖析,并提出了自己的合理化建議:首先,正確定位“以房養(yǎng)老”工作中的政府職能,精簡與“以房養(yǎng)老”工作相關(guān)的職能機構(gòu)的層級和工作流程,避免出現(xiàn)政府職能的錯位、缺位、越位問題;其次,堅持簡政放權(quán)的原則,對社會資源進行合理利用,集結(jié)所有社會力量推進“以房養(yǎng)老”實踐;最后,深化“以房養(yǎng)老”實踐中的追蹤和反饋工作,及時有效地促進政府履職的科學性。相信中國“以房養(yǎng)老”實踐的發(fā)展會隨著政府職能的不斷調(diào)整而惠及更多老年人,中國的養(yǎng)老事業(yè)也將不斷完善,使老年人真正安居樂業(yè),老有所養(yǎng),老有所樂。
[Abstract]:At present, the problem of aging in China is becoming more and more serious, the phenomenon of family empty nest is becoming serious and the pressure on the old age is increasing. The function of "raising children to prevent the old" has become more and more thin, which has produced a certain burden on both the government and the family. The four cities in Beijing, Shanghai, Guangzhou and Wuhan have been put into practice. The "housing for the aged", also known as "reverse mortgage", has developed rapidly in the western countries and is relatively complete in the system, but in China it is still a new thing. The public still has a view or even doubt about this business. Through the practice of "housing for the aged" Analysis, it is not difficult to find that in the process of promoting this new pension scheme, there are still many problems in government functions: there is a deviation in the government's own positioning, the interrelated duplication of the organization and function related to the pension enterprise, the poor supervision of the government on the real estate market, the social endowment resources and the physical strength of the social group. On the basis of the above background, the article analyzes the problems existing in the government functions in the practice of "housing to the aged" in China, and analyses the causes of the problems on the basis of this, and puts forward its own rationalization proposals: first, the correct orientation is "the house". The government function in the work of the old age is to streamline the hierarchy and work flow of the functional organizations related to the work of the house for the aged, avoid the dislocation, vacancy and offside of the government functions; secondly, adhere to the principle of simplicity and decentralization, make rational use of the social resources, and gather all social forces to promote the practice of "housing for the aged"; finally, Deepening the work of tracking and feedback in the practice of "housing for the aged" and promoting the scientific performance of the government in time and effectively. It is believed that the development of the practice of "housing for the aged" will benefit more elderly people with the continuous adjustment of the government's functions, and the old-age cause in China will be constantly improved so that the elderly can live and work well, old and old, old and old.
