【摘要】：隨著老齡化程度的提高,養(yǎng)老問題顯得越來越突出。PPP模式雖然被看作是解決養(yǎng)老機(jī)構(gòu)效率低下和缺乏活力的有效改革工具,但是在實(shí)際執(zhí)行過程中項(xiàng)目的成功率卻不高。養(yǎng)老機(jī)構(gòu)PPP項(xiàng)目的三個(gè)關(guān)鍵成功因素為:政府部門的承諾和擔(dān)保、符合公眾的利益并得到社會(huì)支持、足夠的融資和可利用的金融市場(chǎng)。政府部門應(yīng)提高對(duì)老齡化的重視,更好地履行政府職責(zé);完善組織管理機(jī)制,提高自身信譽(yù);加強(qiáng)項(xiàng)目質(zhì)量監(jiān)管,滿足公眾需求;拓寬融資渠道,提供充足的資金。
[Abstract]:With the improvement of aging, PPP model is becoming more and more prominent. Although it is regarded as an effective reform tool to solve the inefficiency and lack of vitality of pension institutions, the success rate of the project is not high in the actual implementation process. The three key success factors of the PPP project are government commitment and guarantee, public interest and social support, adequate financing and accessible financial markets. Government departments should pay more attention to aging and perform government duties better; improve organization and management mechanism to improve their own credibility; strengthen project quality supervision to meet public needs; broaden financing channels to provide adequate funds.
