【摘要】：當(dāng)前,我國老年群體人口規(guī)模龐大,并且呈逐年上升趨勢,人口老齡化程度不斷加深,養(yǎng)老問題已經(jīng)成為了我國嚴(yán)峻的社會問題。居家養(yǎng)老模式在這樣一個背景下被提出以及推廣。本文基于網(wǎng)絡(luò)化治理理論的分析框架,對廣西高校社區(qū)居家養(yǎng)老服務(wù)供給進(jìn)行了分析。高校社區(qū)老年人群體盡管在經(jīng)濟、社會地位方面比其他的老年人群體具有明顯的優(yōu)勢,但是高校社區(qū)老年人群體也存在著各式各樣的養(yǎng)老問題。本文以網(wǎng)絡(luò)化治理理論中所包含的設(shè)計網(wǎng)絡(luò)、連接的紐帶、治理型公共雇員、網(wǎng)絡(luò)責(zé)任框架四要素作為分析框架,對廣西高校社區(qū)居家養(yǎng)老服務(wù)供給作出了研究。研究發(fā)現(xiàn),在廣西高校社區(qū)居家養(yǎng)老服務(wù)供給中,網(wǎng)絡(luò)框架設(shè)計的不完善導(dǎo)致了廣西高校社區(qū)居家養(yǎng)老服務(wù)供給主體的無序問題,網(wǎng)絡(luò)溝通紐帶的閉塞制約了高校社區(qū)居家養(yǎng)老服務(wù)的供需平衡,專業(yè)型公共雇員的匱乏降低了社區(qū)內(nèi)居家養(yǎng)老服務(wù)的供給效率,網(wǎng)絡(luò)責(zé)任監(jiān)督機制的不健全影響了社區(qū)內(nèi)居家養(yǎng)老服務(wù)的供給質(zhì)量。這些問題的存在不但不利于廣西高校社區(qū)內(nèi)養(yǎng)老問題的解決,并且對于高校的穩(wěn)定、甚至是社會的穩(wěn)定都將是極大地隱患,因此,必須采取有力措施,解決這些問題。具體來講,應(yīng)該從明確廣西高校社區(qū)居家養(yǎng)老服務(wù)供給目標(biāo)、正確選擇相關(guān)的合作伙伴、構(gòu)建網(wǎng)絡(luò)關(guān)系這三方面重構(gòu)網(wǎng)絡(luò)框架,保證社區(qū)內(nèi)居家養(yǎng)老服務(wù)供給主體的有序運行;從構(gòu)建信息公開與共享平臺、協(xié)調(diào)溝通機制、深度信任關(guān)系這三方面疏通溝通網(wǎng)絡(luò),保障居家養(yǎng)老服務(wù)的供需平衡;從引入人才和強化培訓(xùn)這兩方面打造專業(yè)隊伍,提高社區(qū)內(nèi)居家養(yǎng)老服務(wù)的供給效率;從明確多元化主體供給職責(zé)、構(gòu)建多元化責(zé)任監(jiān)督機制著手,確保社區(qū)內(nèi)居家養(yǎng)老服務(wù)的供給質(zhì)量。
[Abstract]:At present, the elderly population in our country is large and rising year by year, and the aging degree of the population is deepening. The problem of the aged has become a severe social problem in our country. Home pension model in such a background is proposed and promoted. Based on the analysis frame of network governance theory, this paper analyzes the supply of community home pension service in Guangxi colleges and universities. Although the elderly group in the university community has obvious advantages over other elderly groups in economic and social status, there are also various pension problems in the elderly group in the community of colleges and universities. In this paper, the design of network, the link of connection, the governance type of public employees and the network responsibility framework are taken as the analysis framework to study the supply of community home pension service in Guangxi universities and colleges. It is found that the imperfect design of the network framework leads to the disorder of the main body of the community home old-age service supply in Guangxi colleges and universities. The lack of professional public employees reduces the efficiency of the provision of home pension services in the community. The imperfect supervision mechanism of network responsibility affects the supply quality of the home-based pension service in the community. The existence of these problems is not only unfavorable to the solution of the pension problems in the community of Guangxi universities, but also will be a great hidden danger to the stability of colleges and universities, even the stability of the society. Therefore, we must take effective measures to solve these problems. Specifically, we should make clear the supply target of the community home pension service in Guangxi, select the relevant partners correctly, construct the network framework of the three aspects of network relationship, ensure the orderly operation of the main body of the home endowment service supply in the community; From the construction of information publicity and sharing platform, coordination and communication mechanism, deep trust relationship these three aspects of the communication network, to ensure the balance of supply and demand of home pension services, from the introduction of talent and strengthening training to create a professional team, In order to ensure the supply quality of the family old-age service in the community, we should improve the supply efficiency of the family old-age care service in the community, make clear the supply responsibility of the pluralistic main body, and construct the supervision mechanism of the diversified responsibility.
