【摘要】：京津冀協(xié)同發(fā)展背景下的雄安新區(qū)建設(shè)是中國經(jīng)濟(jì)和社會(huì)轉(zhuǎn)型的破題之作,是集中疏解北京非首都功能、緩解北京大城市病的戰(zhàn)略舉措,是培育新的增長極、促進(jìn)區(qū)域協(xié)同發(fā)展的重大布局,也是踐行創(chuàng)新、協(xié)同、綠色、開放、共享五大發(fā)展理念的有益探索與嘗試。本文在系統(tǒng)梳理京津冀協(xié)同發(fā)展歷史進(jìn)程的基礎(chǔ)上,針對(duì)雄安新區(qū)規(guī)劃建設(shè)過程中,京津冀區(qū)域面臨的政府合作治理能力偏弱、政府治理主體碎片化、政府治理的政策工具乏力等諸多問題和挑戰(zhàn),探討協(xié)同共生理念語境下,雄安新區(qū)以什么樣的姿態(tài)和創(chuàng)意落地并產(chǎn)生持久價(jià)值的核心問題,并從發(fā)展理念、功能定位、實(shí)現(xiàn)機(jī)制、政策支撐體系及創(chuàng)新維度,提出雄安新區(qū)的新型合作治理架構(gòu)。
[Abstract]:The construction of Xiong'an New area in the context of the coordinated development of Beijing, Tianjin and Hebei is a solution to the problems of China's economic and social transformation. It is a strategic measure to concentrate on unlocking Beijing's non-capital functions, to alleviate the disease in Beijing's big cities, and to foster a new growth pole. The important layout of promoting regional coordinated development is also a beneficial exploration and attempt to practice the five development concepts of innovation, cooperation, green, opening and sharing. On the basis of systematically combing the historical process of Beijing-Tianjin-Hebei cooperative development, this paper aims at the weak capacity of government cooperation and governance in the planning and construction process of Xiong'an New area, and the fragmentation of the main body of government governance. In the context of the concept of cooperation and symbiosis, this paper probes into the core issues of what attitude and creativity the Xiong'an New area takes and produces lasting value, and from the perspective of development concept and function orientation, discusses the many problems and challenges in government governance, such as weak policy tools and so on. Realizing mechanism, policy supporting system and innovation dimension, the new cooperative governance structure of Xiong'an New District is put forward.
