【摘要】：政治參與是公民以一定的方式或途徑參與公共政治生活,影響公共政治體系的行為。當(dāng)代政治參與的理論來源主要出自于民主政治的思想,政治參與是政治體系想要正常運轉(zhuǎn)的必須具備的基本要素,也是我國民主政治生活中不可缺少的組成內(nèi)容,公民全面有序的政治參同時也是民主政治必須的、起碼的需求。公民政治參與為如何實現(xiàn)公民的政治權(quán)利提供了最為簡潔有效的途徑。公民的政治參與體現(xiàn)了公民在國家公共政治生活中的所具有政治地位和政治作用,也體現(xiàn)了公民對國家公共政治生活所應(yīng)承擔(dān)的政治義務(wù)和政治責(zé)任。隨著我國網(wǎng)絡(luò)應(yīng)用技術(shù)的飛速前進和我國網(wǎng)絡(luò)覆蓋范圍的不斷擴大,數(shù)量龐大的網(wǎng)民使用網(wǎng)絡(luò)獲取各種政治消息、參與我國的公共政治生活,我國政治發(fā)展進程中出現(xiàn)了網(wǎng)絡(luò)政治參與這樣一種新型的政治參與模式。網(wǎng)絡(luò)政治參與是我國公民政治參與在網(wǎng)絡(luò)時代所出現(xiàn)的一種新型模式,是我國公民進行利益訴求、理論探討、信息獲取、觀點交流的新方式,也為我國政府熟悉民生、關(guān)注民情、收集民意,進而有效的治理國家的提供了新平臺。網(wǎng)絡(luò)政治參與在我國的出現(xiàn)改變了我國長期以來傳統(tǒng)政治參與的基本模式,為我國處于經(jīng)濟、社會轉(zhuǎn)型時期的政治發(fā)展帶來了前所未有的新機遇。網(wǎng)絡(luò)政治參與在我國的出現(xiàn)給我國民主政治帶來了的新生機,與此同時也將我國民主政治的發(fā)展帶入了非常嚴(yán)峻的新環(huán)境。網(wǎng)絡(luò)政治參與有什么樣的新型特點,有哪些具體的參與方式,對我國政治究竟會產(chǎn)生什么樣的影響是本文研究的重點。如何有效的利用、引導(dǎo)、管理和發(fā)揮我國公民網(wǎng)絡(luò)政治參與積極作用,回避我國公民網(wǎng)絡(luò)政治參與消極作用,使之推動我國民主政治的發(fā)展是個本文所要進行分析的問題。本文以我國公民網(wǎng)絡(luò)政治參與的具體操作過程為依據(jù),并聯(lián)系傳統(tǒng)的政治參與理論,以此二者的結(jié)合為基礎(chǔ),使用人文科學(xué)與自然科學(xué)等多種學(xué)科視域相融合的研究方法,對我國公民網(wǎng)絡(luò)政治參與進行分析,著重分析我國公民網(wǎng)絡(luò)政治參與的特點和方式,我國公民網(wǎng)絡(luò)政治參與的積極作用和消極作用,并提出相關(guān)建議和意見來完善我國公民的網(wǎng)絡(luò)政治參與。
[Abstract]:Political participation is the behavior of citizens participating in public political life and influencing public political system in a certain way or way. The theoretical source of contemporary political participation comes mainly from the thought of democratic politics. Political participation is the essential element of the political system to function normally, and it is also an indispensable component of our country's democratic political life. Citizens' comprehensive and orderly political participation is also a necessary and minimum demand for democratic politics. Civil political participation provides the most concise and effective way to realize civil political rights. Citizens' political participation reflects the political status and role of citizens in the public political life of the country, as well as the political obligations and political responsibilities that citizens should undertake to the public political life of the country. With the rapid progress of the network application technology and the continuous expansion of the network coverage in our country, a large number of Internet users use the network to obtain all kinds of political information and participate in the public political life of our country. In the process of political development in China, network political participation is a new type of political participation mode. Network political participation is a new mode of citizen's political participation in the network age. It is a new way for Chinese citizens to pursue their interests, to explore theory, to obtain information, to exchange views, and to make our government familiar with people's livelihood. Pay attention to the situation, collect public opinion, and then effectively govern the country to provide a new platform. The emergence of network political participation in China has changed the basic mode of traditional political participation in China for a long time and brought unprecedented new opportunities for the political development in the period of economic and social transformation. The emergence of network political participation in our country has brought new vitality to our democratic politics, at the same time, it has also brought the development of our country's democratic politics into a very severe new environment. What kind of new characteristics of network political participation, what kind of concrete participation ways, what kind of influence on our country's politics will be the focal point of this paper. How to effectively use, guide, manage and exert the positive role of our citizens' network political participation, avoid the negative role of our country's citizens' network political participation, and make it promote the development of our country's democratic politics is a problem to be analyzed in this paper. Based on the concrete operation process of citizen's network political participation in our country and the traditional theory of political participation, this paper uses the research method of combining humanities and natural science, and so on. This paper analyzes the characteristics and ways of citizen's network political participation, and the positive and negative effects of our country's citizen's network political participation. And puts forward the related suggestion and the opinion to consummate our country citizen's network political participation.
