【摘要】：互聯(lián)網(wǎng)技術(shù)的飛速發(fā)展,深刻地影響著人類社會生活的各個方面,網(wǎng)絡(luò)政治參與在這一背景下成為我國公民參與政治的一條重要途徑。網(wǎng)絡(luò)政治參與就是網(wǎng)民、網(wǎng)絡(luò)共同體通過網(wǎng)絡(luò)平臺進(jìn)行的一系列活動,其目的就是影響并改變政府決策,以實(shí)現(xiàn)自身利益或者愿望。作為公民政治參與的一種新形式,網(wǎng)絡(luò)政治參與直接影響著民主政治的進(jìn)程,成為信息時代研究民主政治問題不可或缺的重要組成部分。網(wǎng)絡(luò)政治參與對于拓寬政治參與的渠道,提高政治參與的效率,改善政治參與的質(zhì)量,增強(qiáng)公民參政意識與議政能力具有重要意義。它使公民的政治參與在廣度、深度和效度方面達(dá)到了一個新的水平,極大的推動了我國民主政治的發(fā)展。任何事物的發(fā)展總是具有兩面性,由于缺少足夠的規(guī)范和管理,我國公民的網(wǎng)絡(luò)政治參與在迅速發(fā)展的同時也產(chǎn)生了不少問題,如網(wǎng)絡(luò)政治參與發(fā)展的不平衡,網(wǎng)絡(luò)謠言肆意傳播,非規(guī)范性和非理性政治參與的擴(kuò)大化,政治參與控制難度大等。這些問題消解著我國主流意識形態(tài),挑戰(zhàn)著黨的執(zhí)政地位,威脅著我國社會政治穩(wěn)定,嚴(yán)重妨礙了政治民主化的健康發(fā)展。因此,必須采取相應(yīng)的舉措來應(yīng)對,必須使網(wǎng)絡(luò)政治參與制度化、規(guī)范化,通過建立健全與網(wǎng)絡(luò)相關(guān)的法律法規(guī),完善對網(wǎng)絡(luò)政治參與的管理,加快電子政務(wù)和網(wǎng)絡(luò)文化的建設(shè),保證網(wǎng)絡(luò)政治參與沿著健康、科學(xué)的軌道向前發(fā)展。
[Abstract]:The rapid development of Internet technology has a profound impact on all aspects of human social life. Under this background, network political participation has become an important way for Chinese citizens to participate in politics. Network political participation is a series of activities carried out by the Internet community through the network platform, whose purpose is to influence and change the government's decision in order to realize its own interests or wishes. As a new form of citizen political participation, network political participation directly affects the process of democratic politics and becomes an indispensable part of the study of democratic politics in the information age. Network political participation is of great significance to broaden the channels of political participation, improve the efficiency of political participation, improve the quality of political participation, and enhance citizens' awareness and ability to participate in politics. It makes citizen's political participation reach a new level in breadth, depth and validity, and greatly promotes the development of democracy in our country. There are always two sides to the development of anything. Due to the lack of sufficient regulation and management, the citizens' participation in network politics in our country has developed rapidly, and at the same time, many problems have arisen, such as the imbalance of the development of network political participation. Internet rumors spread wantonly, the expansion of irrational and irrational political participation, the difficulty of controlling political participation, and so on. These problems are dispelling the mainstream ideology of our country, challenging the ruling position of the Party, threatening the social and political stability of our country, and seriously hindering the healthy development of the political democratization. Therefore, we must take appropriate measures to deal with it, we must institutionalize and standardize the network political participation, and improve the management of network political participation by establishing and perfecting the laws and regulations related to the network. To speed up the construction of e-government and network culture, to ensure the development of network political participation along a healthy and scientific track.
