【摘要】：自以色列建國(guó)以來(lái),以色列的崛起在很大程度上取決于外交上的成功,而以色列的外交策略特點(diǎn)主要體現(xiàn)在三個(gè)方面:以戰(zhàn)略利益為導(dǎo)向、重視國(guó)內(nèi)與國(guó)外兩個(gè)層次互動(dòng)和受總理決策即主觀利益的影響。以色列建國(guó)后與伊朗的關(guān)系曲折反復(fù)。其中,以色列在不同歷史時(shí)期對(duì)伊朗的外交政策充分體現(xiàn)了國(guó)內(nèi)和國(guó)際兩個(gè)系統(tǒng)層次對(duì)國(guó)家外交政策的重要影響。本文試圖從以色列的角度出發(fā),首先通過(guò)將中東歷史背景與以色列具體的外交事例相結(jié)合來(lái)梳理自以色列建國(guó)以來(lái)以伊雙邊關(guān)系的發(fā)展。其次著重對(duì)冷戰(zhàn)后不同時(shí)期的以色列對(duì)伊朗外交政策進(jìn)行論述。最后,在立足于以色列外交政策特點(diǎn)的基礎(chǔ)上,從理性選擇角度來(lái)探索后伊核協(xié)議時(shí)代以色列對(duì)伊朗外交政策及外交態(tài)度將發(fā)生什么變化。在中東國(guó)際關(guān)系研究領(lǐng)域中,以伊兩國(guó)作為該地區(qū)兩股勢(shì)力最大的非阿拉伯力量,其雙邊關(guān)系的發(fā)展必然對(duì)該地區(qū)的穩(wěn)定有著重要的影響�；诶硇赃x擇的視角,本文認(rèn)為,后伊核協(xié)議時(shí)代以色列在追求其相對(duì)獲益的同時(shí),必定會(huì)與伊朗在核問(wèn)題與地緣安全議題上產(chǎn)生正面的互動(dòng)與博弈。但鑒于國(guó)際社會(huì)因素的制約,以色列單方面對(duì)伊朗動(dòng)武的可能性不大,戰(zhàn)略遏制與戰(zhàn)略重視伊朗將是以色列較為明智的選擇。
[Abstract]:Since the founding of Israel, the rise of Israel to a large extent depends on the success of diplomacy, and the characteristics of Israel's diplomatic strategy are mainly reflected in three aspects: guided by strategic interests, Attention should be paid to the interaction between domestic and foreign levels and influenced by the Prime Minister's decision-making, that is, subjective interests. Relations between Israel and Iran have been tortuous since the founding of the country. Among them, Israel's foreign policy towards Iran in different historical periods fully reflects the important influence of domestic and international systems on national foreign policy. This paper attempts to analyze the development of bilateral relations between Israel and Iraq since the founding of Israel by combining the historical background of the Middle East with Israel's specific diplomatic examples from the perspective of Israel. Secondly, the foreign policy of Israel to Iran in different period after the cold war is discussed. Finally, based on the characteristics of Israel's foreign policy, this paper explores from the perspective of rational choice what changes will take place in Israel's foreign policy and attitude towards Iran in the post-Iranian nuclear agreement era. In the field of international relations in the Middle East, Iraq and Iraq are the two most powerful non-Arab forces in the region, and the development of their bilateral relations is bound to have an important impact on the stability of the region. From the perspective of rational choice, this paper holds that in the post-Iranian nuclear agreement era, while pursuing its relative benefits, Israel will certainly have positive interaction and game with Iran on nuclear issues and geo-security issues. However, due to the constraints of the international community, Israel's unilateral use of force against Iran is unlikely, and strategic containment and strategic attention to Iran will be a more sensible choice for Israel.
