【摘要】：制度設計是國家政治發(fā)展的重要手段途徑,是政治設計的核心構(gòu)件。十八大以來,黨和國家高度重視“制度建設”,提出了以“制度建設”為題中之義的全面深化改革、全面依法治國、全面建設小康社會、全面從嚴治黨等重大時代課題,并就新形勢下加強黨和國家的制度建設作出新的重大部署。中國是一個傳統(tǒng)政治、文化設計相當久遠的國家。關于古代國家治理方面的史實中存在很多糟粕,亦有很多成功的政治經(jīng)驗。盡管它們的具體做法在今天已不可模仿,但其中蘊含、運用的很多思想理念、方法論資源于今天的國家治理現(xiàn)代化依舊具有重要的借鑒和學習意義,對其中合理成分的揚棄、轉(zhuǎn)化是中國傳統(tǒng)文化古為今用的重要體現(xiàn)。中國古代政治、文化大抵濫觴于西周時期。周公是中國先秦歷史開端的政治先哲,是周初重要統(tǒng)治者,周公一生治績斐然,文王時開始參與翦商大業(yè),武王時協(xié)助伐紂滅商,成王時攝政天下、制禮作樂,最終促成西周文明。周公政制設計這一偉大的歷史性的政治實踐是周公政治成就的制高點,它的生命力根植于對西周民情民風民意的深刻體悟上,它的價值不僅在于對西周統(tǒng)治的政治實用性,更在于對中國古代政治規(guī)制和政治文化發(fā)展的歷史性貢獻。周公政制設計是指周公領導周人進行政治制度構(gòu)建的創(chuàng)舉,它是周公個人特質(zhì)、國家構(gòu)建的剛性需求和政權(quán)鞏固的執(zhí)政現(xiàn)實共同觸發(fā)下的必然結(jié)果。思想是行動的先行者,周公政治實踐中蘊含了豐富的思想內(nèi)容和價值理性,如實現(xiàn)從“神本”到“人本”的天命思想、思考“祁天永命”的憂患思想、借鑒學習王朝更迭與“先王垂范”的歷史經(jīng)驗的歷史思想,等等,這些思想有效地為政制設計提供或提升了實踐合理性、必然性和正確性。周公政制是周公在沿襲損益殷禮的基礎上設計的一整套以政治制度為核心的制度體系,涵蓋倫理、經(jīng)濟、法律、社會生活方方面面的典章制度和行為規(guī)范,包括框架性的基本制度,也包括具體的典章規(guī)制。周公政制實現(xiàn)了傳統(tǒng)“禮”的世俗化,主要有封建制、宗法制、嫡長子繼承制、井田制、行政區(qū)劃下的鄉(xiāng)遂制度、其他禮儀制度,如朝覲制度、畿服制、鄉(xiāng)飲酒禮和饗禮,以及冠禮、婚禮、喪禮等等,其中前三項制度作為西周政制大網(wǎng)的基本制度,和其他制度一起深刻影響了西周社會的政治生態(tài)環(huán)境。周公政制具有深刻的維護階級統(tǒng)治的政治實用性和塑造社會責任感的道德理性,從而構(gòu)建了一個凡事依禮而為的規(guī)則社會并鞏固了周王朝政權(quán)。周公政制的歷史性價值在于它的開創(chuàng)性和奠基性,它是中國古代政治制度發(fā)展的源頭,并奠定了之后制度發(fā)展的基本框架;它形塑了中國傳統(tǒng)政治文化中的注重治道、服務王權(quán)、突出倫常、以民為本、崇尚和諧等主要精神內(nèi)容,它是中華民族的一塊絢麗奪目的瑰寶。周公政制設計蘊含了豐富的政治哲學、政治智慧和政治技巧,其中很多部分對當今的政治發(fā)展中還具有重要啟示和借鑒意義,通過對它們進行創(chuàng)造性轉(zhuǎn)化可以運用到國家治理、政治民主發(fā)展等重大課題當中。
[Abstract]:The system design is an important means of political development and the core component of political design. Since eighteen, the party and the state have attached great importance to the "system construction", and put forward a comprehensive deepening of the reform in the sense of "system construction", the comprehensive construction of the country according to law, the construction of a well-off society in an all-round way, and a comprehensive and strict administration of the party. There are many dregs and many successful political experiences on the historical facts of the ancient state governance. Although their concrete practices are not imitable today, they contain, The use of many ideas, methodological resources in the modernization of national governance still has important reference and learning significance. The transformation is an important embodiment of the ancient Chinese culture and the present for the present. The ancient Chinese politics and culture originated in the Western Zhou Dynasty. The ruling philosophy was an important ruler in the early Zhou Dynasty. Zhou Gong had a great achievement in his life. When Wang began to participate in Ben's great business, the king of the emperor helped to cut down the Shang Dynasty. When he was king, he regated the world, made music, made music, and eventually led to the civilization of the Western Zhou Dynasty. On the profound understanding of the public opinion and public opinion in the Western Zhou Dynasty, its value not only lies in the political practicality of the rule of the Western Zhou Dynasty, but also the historical contribution to the political regulation and the development of the political culture in ancient China.
