【摘要】：二戰(zhàn)結(jié)束之后,美國的東盟戰(zhàn)略經(jīng)歷了"善意的忽視""選擇性再接觸"和"全方位介入"3個階段。在奧巴馬政府的亞太"再平衡"戰(zhàn)略中,美國通過軍事援助、經(jīng)濟合作、多邊接觸與盟友協(xié)助4種方式強化了同東盟關(guān)系,將其提升為戰(zhàn)略伙伴關(guān)系。美國東盟關(guān)系的發(fā)展取決于其對"利益"和"對手"的認(rèn)知,需要站在東南亞地區(qū)秩序轉(zhuǎn)變的視角下來審視。目前,東南亞地區(qū)秩序出現(xiàn)了中美東盟"三足鼎立"的局面:中國提供"一代一路""亞投行"等經(jīng)濟上的公共產(chǎn)品,美國逐步強化軍事安全體系,而東盟則發(fā)揮著地區(qū)機制和規(guī)范的"引領(lǐng)者"角色。特朗普上臺后,美國東盟關(guān)系面臨著新的不確定性。穩(wěn)定的中-美-東盟三邊關(guān)系符合各國的共同利益,有助于東南亞地區(qū)建立新的秩序。
[Abstract]:After the end of World War II, America's ASEAN strategy experienced three stages: goodwill neglect, selective recontact and omnidirectional intervention. In the Obama administration's Asia-Pacific "rebalancing" strategy, the United States has strengthened its relationship with ASEAN through military aid, economic cooperation, multilateral engagement and assistance from allies to promote it as a strategic partnership. The development of Asean relationship depends on its cognition of "interests" and "adversaries", and needs to be viewed from the perspective of the change of order in Southeast Asia. At present, the order in Southeast Asia has seen a "three-pronged" situation between China and the United States of America and ASEAN: China provides economic public goods such as "one generation, all the way," the AIIB "and so on, and the United States gradually strengthens its military security system. ASEAN, on the other hand, plays a leading role in regional mechanisms and norms. After Trump came to power, the relationship between the United States and ASEAN faces new uncertainty. A stable Trilateral-American-ASEAN relationship conforms to the common interests of all countries and contributes to the establishment of a new order in Southeast Asia.
