【摘要】：伴隨著西安市城市社會經(jīng)濟(jì)的快速發(fā)展,以及社區(qū)建設(shè)和社區(qū)服務(wù)的縱深開展,城市基層社區(qū)結(jié)構(gòu)目前正處于快速轉(zhuǎn)型和重新整合的過程中。除此之外,非營利組織在這一時(shí)期無論是規(guī)模上還是數(shù)量上都得到了迅猛發(fā)展,對西安市的社區(qū)服務(wù)和社區(qū)建設(shè)都起到了不可替代的促進(jìn)作用。在本研究中,筆者將以NPO參與社區(qū)服務(wù)的具體方式——項(xiàng)目制作為切入點(diǎn),通過對西安市NPO參與社區(qū)服務(wù)的問卷調(diào)查和西安市X社區(qū)服務(wù)中心社區(qū)的服務(wù)實(shí)踐進(jìn)行深入研究,使人們認(rèn)識到目前西安市NPO項(xiàng)目制參與社區(qū)服務(wù)的內(nèi)在機(jī)制和現(xiàn)狀,并以NPO項(xiàng)目制參與社區(qū)服務(wù)現(xiàn)狀的調(diào)查結(jié)果和服務(wù)實(shí)踐為基礎(chǔ),對社區(qū)服務(wù)過程中項(xiàng)目制存在的困境進(jìn)行原因分析,進(jìn)而找出優(yōu)化和提升西安市NPO項(xiàng)目制參與社區(qū)服務(wù)的路徑。本研究的主體部分包括兩個(gè)方面：一方面,筆者通過對西安市NPO參與社區(qū)服務(wù)的現(xiàn)狀進(jìn)行問卷調(diào)查,指出其優(yōu)劣勢,角色和功能；另一方面,以西安市X社區(qū)服務(wù)中心關(guān)于流動兒童社區(qū)融入項(xiàng)目的服務(wù)實(shí)踐為例,在行動研究和訪談分析的實(shí)踐基礎(chǔ)上,筆者重點(diǎn)對項(xiàng)目制參與社區(qū)服務(wù)的過程、困境及其原因進(jìn)行分析,試圖找出幫助西安市NPO提升項(xiàng)目制參與社區(qū)服務(wù)的路徑。最后,本研究將對項(xiàng)目制作為NPO參與社區(qū)服務(wù)的方式、NPO的發(fā)展與社區(qū)服務(wù)體系的關(guān)系等問題加以討論和總結(jié)�；谝陨涎芯亢陀懻摻Y(jié)果筆者指出,當(dāng)前西安市基層城市社區(qū)的服務(wù)體系正在由傳統(tǒng)的“一元”結(jié)構(gòu)向“多元”轉(zhuǎn)變,與之相適應(yīng)的是社區(qū)服務(wù)介入理論和服務(wù)方式等的轉(zhuǎn)變,而在此過程中服務(wù)方式即項(xiàng)目運(yùn)作的好壞,直接影響到NPO參與社區(qū)服務(wù)水平的變化。同時(shí)筆者認(rèn)為,對NPO項(xiàng)目制參與社區(qū)服務(wù)的研究,有助于豐富社區(qū)服務(wù)的手段,為NPO介入社區(qū)服務(wù)的過程提供理論依據(jù)和策略支持,一定程度上也為促進(jìn)NPO在社區(qū)中的發(fā)展和構(gòu)建新型社區(qū)服務(wù)體系提供了更加廣闊的思考空間。
[Abstract]:With the rapid development of social economy and the development of community construction and community service in Xi'an, the urban grass-roots community structure is in the process of rapid transformation and reintegration. In addition, non-profit organizations have developed rapidly in both scale and quantity in this period, which plays an irreplaceable role in promoting community service and community construction in Xi'an. In this study, the author will take NPO participation in community service as the starting point, through the questionnaire survey of NPO participation in community service and the community service practice of X community service center in Xi'an. To make people realize the intrinsic mechanism and present situation of NPO project system participating in community service in Xi'an, and based on the investigation results and service practice of NPO project system participating in community service. This paper analyzes the reasons for the predicament of the project system in the process of community service, and then finds out the way to optimize and promote the NPO project system to participate in the community service in Xi'an. The main part of this study includes two aspects: on the one hand, the author surveys the status of NPO participation in community service in Xi'an, pointing out its advantages and disadvantages, roles and functions; on the other hand, Taking the service practice of community integration project of floating children in X community service center of Xi'an as an example, based on the practice of action research and interview analysis, the author focuses on the process, predicament and reasons of project system participating in community service. This paper tries to find out the way to help Xi'an NPO promote project system to participate in community service. Finally, the relationship between NPO development and community service system is discussed and summarized. Based on the results of the above research and discussion, the author points out that the service system of the basic urban community in Xi'an is changing from the traditional "monistic" structure to the "pluralistic" structure, which is adapted to the transformation of the community service intervention theory and service mode. In this process, the service mode, that is, the quality of the project operation, directly affects the NPO participation in community service level changes. At the same time, the author thinks that the research on NPO project participation in community service is helpful to enrich the means of community service and to provide theoretical basis and strategic support for NPO to intervene in the process of community service. To some extent, it also provides a wider thinking space for promoting the development of NPO in the community and building a new community service system.
