【摘要】：南亞區(qū)域合作萌芽于二戰(zhàn)結(jié)束之初。1980年之后,南亞區(qū)域合作加速推進(jìn),逐漸形成了以南亞區(qū)域合作聯(lián)盟與一系列次區(qū)域組織為依托的合作機(jī)制。21世紀(jì)以來,南亞自貿(mào)區(qū)建設(shè)取得了一系列進(jìn)展,在能源合作領(lǐng)域的成績較為顯著,次區(qū)域合作的成效更為突出。不過,南亞區(qū)域合作的協(xié)議簽署多,執(zhí)行弱;合作長期停留在經(jīng)濟(jì)與社會層面,無法深入到更加重要的地區(qū)安全合作領(lǐng)域。另外,特殊的地緣政治格局、地區(qū)主義在南亞的缺失、恐怖主義的泛濫以及各國對外戰(zhàn)略重心的差異都對南亞區(qū)域合作帶來了挑戰(zhàn)。未來,南亞區(qū)域合作將會出現(xiàn)分化的態(tài)勢,全區(qū)域整合困難重重。
[Abstract]:Regional cooperation in South Asia sprouted at the beginning of World War II. After 1980, regional cooperation in South Asia accelerated and gradually formed a cooperation mechanism based on the South Asian Association for Regional Cooperation and a series of subregional organizations. Since the 21st century, A series of progress has been made in the construction of the South Asian Free Trade Zone, with remarkable achievements in the field of energy cooperation and more outstanding results in sub-regional cooperation. However, agreements on regional cooperation in South Asia are numerous and weak in implementation; cooperation has remained at the economic and social levels for a long time and cannot be extended to more important areas of regional security cooperation. In addition, the special geopolitical situation, the lack of regionalism in South Asia, the spread of terrorism and the differences of the foreign strategic center of various countries have brought challenges to the regional cooperation in South Asia. In the future, regional cooperation in South Asia will appear the trend of differentiation, regional integration difficulties.
