【摘要】：十八大以來,黨中央高度重視城鎮(zhèn)化的發(fā)展,提出了比傳統(tǒng)城鎮(zhèn)化更為“新”的發(fā)展理念——新型城鎮(zhèn)化,但在實(shí)際發(fā)展中很多地方政府由于受到傳統(tǒng)城鎮(zhèn)化、二元經(jīng)濟(jì)結(jié)構(gòu)等思想的影響,在“新型城鎮(zhèn)化”的理解上還有偏差,使得在城鎮(zhèn)化進(jìn)程中城鄉(xiāng)差距在某些方面有所加大,暴露出很多問題。如果不解決傳統(tǒng)城鎮(zhèn)化下出現(xiàn)的問題和新型城鎮(zhèn)化下產(chǎn)生的新問題,在城鎮(zhèn)化進(jìn)程中就可能會導(dǎo)致“新的二元經(jīng)濟(jì)結(jié)構(gòu)”的產(chǎn)生。本文從養(yǎng)老服務(wù)業(yè)發(fā)展的角度,探析城鎮(zhèn)化進(jìn)程中制約我國農(nóng)村養(yǎng)老服務(wù)業(yè)的因素,提出新型城鎮(zhèn)化下我國農(nóng)村養(yǎng)老服務(wù)業(yè)的發(fā)展路徑。農(nóng)村養(yǎng)老服務(wù)業(yè)作為農(nóng)村經(jīng)濟(jì)的重要組成部分,在未來的發(fā)展中,不僅有利于“三農(nóng)”問題的解決,城鄉(xiāng)差距的縮小,而且能維護(hù)農(nóng)村老年人的切身利益,有利于緩解農(nóng)村社會的不穩(wěn)定因素,對于統(tǒng)籌城鄉(xiāng)區(qū)域發(fā)展目標(biāo)的實(shí)現(xiàn)和建設(shè)社會主義新農(nóng)村都有積極的作用。但我們看到在城鎮(zhèn)化進(jìn)程中,出現(xiàn)一系列問題阻礙了農(nóng)村養(yǎng)老服務(wù)業(yè)的發(fā)展。傳統(tǒng)城鎮(zhèn)化下存在的問題積累已久,與之相比,新型城鎮(zhèn)化下產(chǎn)生的新問題卻更為突出,也應(yīng)引起我們的高度關(guān)注。在這一背景下,本文試圖結(jié)合我國對農(nóng)村養(yǎng)老服務(wù)業(yè)發(fā)展的要求,通過分析我國城鎮(zhèn)化進(jìn)程中出現(xiàn)的問題,在借鑒國外發(fā)展養(yǎng)老服務(wù)業(yè)的經(jīng)驗(yàn)基礎(chǔ)上,探討出在新型城鎮(zhèn)化下發(fā)展我國農(nóng)村養(yǎng)老服務(wù)業(yè)的對策。
[Abstract]:Since the 18th CPC National Congress, the CPC Central Committee has attached great importance to the development of urbanization, and put forward a development concept that is more "new" than the traditional urbanization. However, in the actual development, many local governments have been subjected to traditional urbanization. Due to the influence of dual economic structure and other ideas, there is still a deviation in the understanding of "new urbanization", which makes the gap between urban and rural areas widen in some aspects and exposes a lot of problems in the process of urbanization. If we don't solve the problems under the traditional urbanization and the new problems under the new urbanization, it may lead to the emergence of the "new dual economic structure" in the process of urbanization. From the perspective of the development of the old-age service industry, this paper explores the factors restricting the rural old-age service industry in the process of urbanization, and puts forward the development path of the rural old-age service industry in China under the new urbanization. As an important part of the rural economy, the rural old-age service industry is not only conducive to solving the "three rural" problems and narrowing the gap between urban and rural areas, but also can safeguard the vital interests of the elderly in rural areas. It is helpful to alleviate the unstable factors of rural society and has a positive effect on the realization of regional development goal of urban and rural areas as well as the construction of new socialist countryside. However, we see that in the process of urbanization, a series of problems hinder the development of rural pension services. The problems existing in the traditional urbanization have accumulated for a long time, compared with the new urbanization, the new problems are more prominent, and should be highly concerned by us. Under this background, this article attempts to combine our country to the rural old-age service industry development request, through the analysis our country urbanization process appears question, in drawing lessons from the overseas development pension service industry experience foundation, This paper discusses the countermeasures to develop the rural old-age service industry under the new urbanization.
