非正式制度視域下中國古代官德研究

【摘要】:我國古代十分重視官員的思想道德建設(shè),在歷代政治思想家不斷總結(jié)為官之道和國家治理經(jīng)驗教訓(xùn)的基礎(chǔ)上形成了博大精深的官德文化;诿绹谓(jīng)濟(jì)學(xué)家諾思的制度經(jīng)濟(jì)學(xué)理論帶來的啟發(fā),從制度學(xué)角度分析,這種隨經(jīng)驗長期演化而來,表現(xiàn)為社會共同接受認(rèn)可的行為規(guī)范以及處理社會復(fù)雜關(guān)系的思想習(xí)慣,雖然沒有正式制度外在強(qiáng)制約束機(jī)制以及正式組織機(jī)構(gòu)的安排實施,但是由于其是人們在長期的社會生活實踐中通過傳承、復(fù)制以及選擇而自發(fā)形成的心理定勢和行為習(xí)慣,因而比其他正式制度有著更強(qiáng)的穩(wěn)定性以及更持久的生命力。針對當(dāng)前官德缺失現(xiàn)象:權(quán)力尋租、買官賣官、私相授受、貪婪腐化、官民沖突、行為不檢等,本課題在堅持古為今用原則的指導(dǎo)下從非正式制度視角對古代官德文化進(jìn)行了深入的研究,以期通過批判性的繼承借鑒與創(chuàng)造性的轉(zhuǎn)化利用,建構(gòu)符合當(dāng)前國情的現(xiàn)代化官德規(guī)范體系,促進(jìn)官員隊伍的思想道德建設(shè)。全文分為以下幾部分:第一部分;緒論。該部分主要論述了研究的背景與意義、國內(nèi)外研究現(xiàn)狀、研究的思路與方法以及研究的重難點(diǎn),全面分析了目前國內(nèi)外學(xué)者專家對不同視角下中國古代官德的研究現(xiàn)狀,并提出了本研究的創(chuàng)新之處。第二部分:概念界定與歷史演進(jìn)。主要對官與官德進(jìn)行概念界定;對制度、正式制度、非正式制度等核心概念及其關(guān)系進(jìn)行分析及闡釋;并從堯舜至春秋戰(zhàn)國、秦漢至南北朝、隋唐至兩宋以及元明至清末四個時期梳理古代官德的歷史發(fā)展。第三部分:內(nèi)容、特征與建設(shè)。探討非正式制度視角下中國古代官德中內(nèi)容,主要包括倫理道德、治學(xué)理想、行為準(zhǔn)則以及民本觀念。同時也從形成機(jī)制、演進(jìn)路徑、作用方式以及表現(xiàn)形式四個角度分析古代官德中非正式制度的特點(diǎn)。通過對古代官德發(fā)展歷史的梳理以及內(nèi)容特征的分析,從非正式制度視角歸納總結(jié)出古代官德的四種建設(shè)路徑第四部分:作用與當(dāng)代啟示。從非正式制度層面探討我國古代官德對官員的積極與消極作用。在概念歷史梳理、內(nèi)容特征研究、建設(shè)路徑探討以及作用影響分析的基礎(chǔ)上,總結(jié)我國古代官德建設(shè)的歷史經(jīng)驗與教訓(xùn),綜合考慮我國官德建設(shè)的制度文化環(huán)境,結(jié)合我國當(dāng)前官德的現(xiàn)狀,提出古代官德的當(dāng)代啟示。
[Abstract]:In ancient China, great importance was attached to the ideological and moral construction of officials, and on the basis of the successive political thinkers' summing up the way of serving as officials and the experiences and lessons of national governance, a broad and profound culture of official morality was formed. Based on the inspiration brought by the institutional economics theory of American political economist Norse, and from the perspective of institutional science, this kind of theory has evolved with experience for a long time. This is manifested in the common acceptance of accepted norms of conduct and the habit of dealing with complex social relationships, although there is no formal system of external coercive restraint and formal organizational arrangements. However, it is a psychological pattern and behavior habit formed spontaneously through inheritance, replication and selection in the practice of long-term social life, so it has stronger stability and more lasting vitality than other formal systems. In view of the current lack of official morality: power rent-seeking, buying and selling officials, private acceptance, greed corruption, conflicts between officials and people, misconduct, etc. Under the guidance of adhering to the principle of "using the past for the present", this paper makes an in-depth study of the ancient official morality and culture from the perspective of informal institution, in order to use it critically for reference and for creative transformation. Construct the modern official morality standard system in line with the current national conditions, and promote the ideological and moral construction of the officials. The full text is divided into the following parts: the first part; introduction. This part mainly discusses the background and significance of the research, the current research situation at home and abroad, the research ideas and methods as well as the important and difficult points of the research, and comprehensively analyzes the current research situation of the ancient Chinese official morality from different angles of view of scholars and experts at home and abroad. And put forward the innovation of this study. The second part: concept definition and historical evolution. It mainly defines the concept of official and official morality, analyzes and explains the core concepts and their relations, such as institution, formal institution, informal institution, and so on; and from Yao and Shun to Spring and Autumn and warring States, Qin and Han dynasties to Northern and Southern dynasties. Sui, Tang and Song dynasties and Yuan and Ming dynasties to the late Qing Dynasty to sort out the historical development of ancient official ethics. The third part: content, characteristics and construction. From the perspective of informal institution, this paper discusses the content of official morality in ancient China, including ethics, academic ideal, code of conduct and people-oriented concept. At the same time, it also analyzes the characteristics of the informal institution in the ancient official morality from four angles: formation mechanism, evolution path, action mode and expression form. By combing the history of the development of ancient official morality and analyzing the characteristics of its content, this paper sums up the four ways of construction of ancient official morality from the perspective of informal institution. The fourth part is the function and contemporary enlightenment. This paper probes into the positive and negative effects of Chinese ancient official morality on officials from the informal institutional level. On the basis of combing the concept history, the content characteristic research, the construction path discussion and the function influence analysis, summarizes our country ancient official morals construction historical experience and the lesson, synthetically considers our country official morals construction system culture environment, According to the present situation of official morality in China, the enlightenment of ancient official morality is put forward.
