【摘要】：自2013年9月習(xí)近平主席提出共同建設(shè)"絲綢之路經(jīng)濟(jì)帶"開始,"一帶一路"就成為了我國外交中的重要戰(zhàn)略和議題。建設(shè)"21世紀(jì)海上絲綢之路",是促進(jìn)國內(nèi)經(jīng)濟(jì)轉(zhuǎn)型發(fā)展,擴(kuò)大、優(yōu)化對(duì)外開放格局的動(dòng)力源之一,是深化全球發(fā)展區(qū)域化,建立國際經(jīng)濟(jì)政治新秩序的重大戰(zhàn)略部署,同時(shí)也是提升中華民族文化軟實(shí)力,增強(qiáng)我國國際影響力的重要途徑。"21世紀(jì)海上絲綢之路"的范圍包含了現(xiàn)今亞洲乃至世界都是爭議最大的地區(qū)之一的南海。如何利用"21世紀(jì)海上絲綢之路"這一戰(zhàn)略來建設(shè)南海區(qū)域合作機(jī)制是本文研究的主要內(nèi)容,這一研究,對(duì)于緩解南海局勢(shì)矛盾,實(shí)現(xiàn)南海區(qū)域共贏具有重要的意義。筆者首先介紹了 "21世紀(jì)海上絲綢之路"實(shí)現(xiàn)政策溝通、道路聯(lián)通、貿(mào)易暢通、貨幣流通、民心相通的內(nèi)涵。同時(shí)從"21世紀(jì)海上絲綢之路"的開放性、平等性與多元性和多領(lǐng)域合作的特征論述了 "21世紀(jì)海上絲綢之路"與南海區(qū)域合作機(jī)制建設(shè)的內(nèi)在一致性。之后筆者又從雙邊和多邊兩個(gè)方面探討了目前南海區(qū)域合作機(jī)制的現(xiàn)狀,對(duì)現(xiàn)存南海區(qū)域合作機(jī)制存在的問題及原因進(jìn)行分析,最后對(duì)在"21世紀(jì)海上的絲綢之路"戰(zhàn)略背景下南海區(qū)域合作機(jī)制建設(shè)的路徑進(jìn)行探討。

How to use the "twenty-first Century Silk Road" The main content of this study is to build the South China Sea regional cooperation mechanism by strategy. This study is of great significance to mitigate the contradictions in the South China Sea and realize the win-win of the South China Sea region. The author first introduces the policy communication of "the maritime Silk Road in twenty-first Century", the Road Unicom, the trade unblocked, the currency circulation and the connotations of the people's heart. The openness, equality, pluralism and multi field cooperation of the maritime Silk Road of twenty-first Century, the inner consistency of the construction of the "twenty-first Century Maritime Silk Road" with the South China Sea regional cooperation mechanism is discussed. The present situation of the regional cooperation mechanism in the South China Sea is discussed from two aspects of bilateral and multilateral aspects, and the existing regional cooperation in the South China Sea is also discussed. The problems and causes of the mechanism are analyzed. Finally, the path of the construction of the South China Sea Regional Cooperation Mechanism under the strategic background of "the Silk Road on the sea in twenty-first Century" is discussed.
