【摘要】：人口老齡化是我國(guó)政府和社會(huì)面臨的重大挑戰(zhàn)之一,在城鄉(xiāng)二元格局長(zhǎng)期影響下,我國(guó)村鎮(zhèn)地區(qū)在養(yǎng)老制度保障、規(guī)范標(biāo)準(zhǔn)引導(dǎo)以及人、財(cái)、物供應(yīng)能力等方面相比城市地區(qū)均較為薄弱,養(yǎng)老設(shè)施規(guī)劃一直處于村鎮(zhèn)規(guī)劃中被忽視地位,相關(guān)服務(wù)與設(shè)施供給顯著滯后。嚴(yán)寒地區(qū)村鎮(zhèn)受氣候與區(qū)位等因素制約,其養(yǎng)老設(shè)施的發(fā)展建設(shè)相對(duì)于我國(guó)其他村鎮(zhèn)地區(qū)更為缺失,老年人養(yǎng)老支持十分薄弱,研究嚴(yán)寒地區(qū)村鎮(zhèn)養(yǎng)老模式和養(yǎng)老設(shè)施的規(guī)劃策略具有重要意義。本文的研究以國(guó)內(nèi)外城鄉(xiāng)現(xiàn)有的養(yǎng)老模式和養(yǎng)老設(shè)施規(guī)劃理論與實(shí)踐作為參考依據(jù),首先對(duì)其進(jìn)行綜述梳理,分析可借鑒與不足之處,概述老年人特征與需求、村鎮(zhèn)老年人養(yǎng)老的主要類型與提供方式、養(yǎng)老設(shè)施的供給方式、相關(guān)規(guī)范標(biāo)準(zhǔn)及配置方式,為后續(xù)調(diào)查分析、策略研究提供理論支撐。其次,針對(duì)嚴(yán)寒地區(qū)村鎮(zhèn)老年人養(yǎng)老的整體狀況進(jìn)行調(diào)查分析,通過(guò)實(shí)地調(diào)查和問(wèn)卷訪談的方式,對(duì)四省份6村鎮(zhèn)進(jìn)行分析,概括調(diào)研村鎮(zhèn)基本概況、老齡化特征,提煉養(yǎng)老方式和養(yǎng)老設(shè)施的現(xiàn)狀特征,并結(jié)合調(diào)研內(nèi)容分析村鎮(zhèn)老年人對(duì)養(yǎng)老方式的選擇、對(duì)養(yǎng)老設(shè)施與服務(wù)的需求,對(duì)現(xiàn)有問(wèn)題進(jìn)行剖析。再次,綜合實(shí)地調(diào)研所得分析結(jié)論、現(xiàn)有研究及規(guī)范內(nèi)容,按照“養(yǎng)老模式—養(yǎng)老設(shè)施規(guī)劃配置—養(yǎng)老設(shè)施布局”逐步推進(jìn)的方式,在模式體系方面,提出適用于嚴(yán)寒地區(qū)村鎮(zhèn)的“3+X”養(yǎng)老模式及配比適用性;在設(shè)施體系方面,承接養(yǎng)老模式,提出具有嚴(yán)寒地區(qū)村鎮(zhèn)特色的養(yǎng)老設(shè)施類別體系,并根據(jù)村鎮(zhèn)行政級(jí)別、人口規(guī)模等因素,確定設(shè)施分級(jí),針對(duì)現(xiàn)有規(guī)范要求與空白之處,借鑒分析國(guó)內(nèi)外養(yǎng)老設(shè)施配置的規(guī)模、指標(biāo)研究,通過(guò)規(guī)范定量、類比定量等方法得到適宜的配置規(guī)模與指標(biāo),整體形成設(shè)施體系;在布局層面,結(jié)合嚴(yán)寒地區(qū)村鎮(zhèn)的空間分布特征和每類養(yǎng)老設(shè)施的布局要求,提出包括選址原則、組合方式與布局模式在內(nèi)的體系布局內(nèi)容。最后,針對(duì)各模式及設(shè)施規(guī)劃重點(diǎn)提出針對(duì)性規(guī)劃策略。規(guī)劃嚴(yán)寒地區(qū)村鎮(zhèn)養(yǎng)老模式和養(yǎng)老設(shè)施,不僅要注重其在村鎮(zhèn)地區(qū)的適用性,還要緊密結(jié)合村鎮(zhèn)老年人特有的生產(chǎn)、生活特征及其需求意愿,保持配置的人本化。不僅要保證養(yǎng)老模式和養(yǎng)老設(shè)施規(guī)劃的合理性,還要考慮其管理運(yùn)營(yíng)問(wèn)題,從而保障其可以獲得良性發(fā)展。論文最終提出具有嚴(yán)寒地區(qū)特色的村鎮(zhèn)養(yǎng)老設(shè)施配置體系與布局模式,并提出與運(yùn)營(yíng)相關(guān)的綜合保障策略,以促進(jìn)村鎮(zhèn)養(yǎng)老設(shè)施的長(zhǎng)遠(yuǎn)發(fā)展。
[Abstract]:The aging of the population is one of the major challenges facing the government and the society. Under the long-term impact of the two yuan pattern in urban and rural areas, China's village and town areas are relatively weak in the old-age system protection, standard standard guidance, people, money and material supply capacity, and so on. The pension plan has been neglected in the village and town planning. The rural towns and towns in severe cold areas are limited by the factors such as climate and location, and the development and construction of their pension facilities are more deficient than other villages and towns in China, and the elderly support for the elderly is very weak. Based on the existing old-age mode and pension facilities planning theory and practice of urban and rural areas both at home and abroad as a reference basis, first of all, a summary is made, and the characteristics and needs of the elderly, the main types and methods of providing for the elderly in villages and towns, the supply mode of the old-age facilities, the standard standards and the configuration side of the old people in the villages and towns are analyzed. In order to provide theoretical support for the follow-up investigation and analysis, strategy research provides theoretical support. Secondly, according to the investigation and analysis of the overall status of the elderly in the villages and towns in the severe cold areas, through the field investigation and questionnaire interview, the paper analyzes the 6 villages and towns in four provinces, and summarizes the basic situation of the villages and towns, the characteristics of aging, the extraction of the old-age mode and the pension facilities. According to the research content, it analyzes the selection of old people for the aged and the needs of the old-age facilities and services, and analyzes the existing problems. In the mode system, the "3+X" pension model and the proportioning applicability suitable for the villages and towns in the severe cold areas are put forward. In the facilities system, taking the old-age mode, putting forward the old-age facilities category system with the characteristics of the village and town in the cold area, and determining the classification of the facilities according to the administrative level of the villages and towns, the scale of the human mouth and so on. The requirements and blanks are used for reference and analysis of the scale of the configuration of domestic and foreign facilities for the aged, the study of the index, and the suitable configuration scale and index through the standard quantitative and analogical quantitative methods. In the end, this paper puts forward the targeted planning strategies for various modes and facilities planning. Planning for the old-age mode and facilities for villages and towns in cold areas should not only pay attention to their applicability in the villages and towns, but also closely combine the unique production and life characteristics of the old people in villages and towns. It should not only guarantee the rationality of the old-age mode and the planning of the old-age facilities, but also consider its management and operation, so as to ensure its good development. Combined support strategy to promote the long-term development of village and township pension facilities.
