【摘要】：隨著改革開放的深入推進和經(jīng)濟全球化步伐加快,一方面,社會主義市場經(jīng)濟取得了持續(xù)健康穩(wěn)定的發(fā)展,非公有制經(jīng)濟也取得了前所未有的發(fā)展和進步；另一方面,政府職能轉(zhuǎn)變進程加快,“服務(wù)型政府”成為政府部門的轉(zhuǎn)型方向和發(fā)展目標(biāo)�；谶@兩方面,作為政府聯(lián)系非公有制經(jīng)濟的橋梁和紐帶的工商聯(lián)面臨著巨大的機遇和挑戰(zhàn)。在當(dāng)前社會環(huán)境下和工商聯(lián)與政府關(guān)系下,工商聯(lián)如何突破發(fā)展困境,展現(xiàn)自身優(yōu)勢,充分發(fā)揮統(tǒng)戰(zhàn)性、經(jīng)濟性和民間性,更好地服務(wù)經(jīng)濟和社會發(fā)展是當(dāng)前面臨的又一重大課題,具有較強的理論意義和實踐意義。本文以綿陽市工商聯(lián)為研究對象,運用文獻研究法、對比分析法、實地調(diào)查法等研究方法,著重分析了工商聯(lián)與政府的關(guān)系和綿陽市工商聯(lián)存在的問題及其原因,參照了國內(nèi)外工商聯(lián)的先進做法,提出了綿陽市工商聯(lián)轉(zhuǎn)型發(fā)展的路徑,從多個角度提出了綿陽市工商聯(lián)轉(zhuǎn)型發(fā)展的對策措施。通過研究發(fā)現(xiàn),當(dāng)前綿陽市工商聯(lián)主要存在以下問題：行政化色彩較強、自身建設(shè)能力不足、服務(wù)能力較弱、功能發(fā)揮不充分。產(chǎn)生這些問題的原因主要來自三個方面：政府方面：對工商聯(lián)重視程度低、政府對工商聯(lián)的態(tài)度不明確、政府職能轉(zhuǎn)移不到位、政府對工商聯(lián)的強控制、相關(guān)法律法規(guī)不完善；工商聯(lián)自身方面：思想認(rèn)識不到位、職能定位不清晰、專業(yè)人才缺失、內(nèi)部監(jiān)管體系不�。簧鐣矫妫汗褚庾R不強、社會對工商聯(lián)的認(rèn)識不足、非公有制企業(yè)缺乏與工商聯(lián)的交流。針對綿陽市工商聯(lián)存在的主要問題及原因,本文提出了綿陽市轉(zhuǎn)型發(fā)展的措施。首先工商聯(lián)應(yīng)加強自身建設(shè)：明確功能定位,發(fā)揮優(yōu)勢資源、改善工作作風(fēng),強化服務(wù)意識、加強素質(zhì)建設(shè),提高服務(wù)能力。其次,政府要加快職能轉(zhuǎn)變：改進對工商聯(lián)的管理模式、加強法律法規(guī)建設(shè)、下放行業(yè)組織的管理職能。再次,工商聯(lián)與政府實現(xiàn)合作治理：工商聯(lián)承接政府部分職能、政府建立與工商聯(lián)良好的協(xié)作關(guān)系、建立健全政府與工商聯(lián)的聯(lián)動機制。本文提出的綿陽市工商聯(lián)轉(zhuǎn)型發(fā)展對策有利于理順政府與工商聯(lián)的關(guān)系,有利于工商聯(lián)更好地發(fā)揮作用,對于綿陽市工商聯(lián)的轉(zhuǎn)型發(fā)展具有一定的參考價值。
[Abstract]:With the deepening of reform and opening up and the accelerated pace of economic globalization, on the one hand, the socialist market economy has achieved a sustained, healthy and stable development, and the non-public economy has also made unprecedented development and progress; on the other hand, The process of transformation of government functions is accelerated, and service-oriented government has become the transformation direction and development goal of government departments. Based on these two aspects, the Federation of Industry and Commerce, as the bridge and link between the government and the non-public economy, is facing enormous opportunities and challenges. Under the current social environment and the relationship between the Federation of Industry and Commerce and the Government, how can the Federation of Industry and Commerce break through the difficulties of development, show its own advantages, and give full play to its United front, economy and folklore, Better serving the economic and social development is another important subject, which has strong theoretical and practical significance. Taking Mianyang Federation of Industry and Commerce as the research object, this paper analyzes the relationship between the Federation of Industry and Commerce and the government, and the problems and causes of the Federation of Industry and Commerce in Mianyang City by using the methods of literature research, comparative analysis, field investigation and so on. Referring to the advanced practices of the Federation of Industry and Commerce at home and abroad, this paper puts forward the path of the transformation and development of Mianyang Federation of Industry and Commerce, and puts forward the countermeasures and measures for the transformation and development of the Federation of Industry and Commerce of Mianyang from many angles. Through the research, the main problems of Mianyang Federation of Industry and Commerce are as follows: strong color of administration, insufficient ability of self-construction, weak ability of service and insufficient function. The main reasons for these problems come from three aspects: the government pays less attention to the Federation of Industry and Commerce, the attitude of the government to the Federation of Industry and Commerce is not clear, the transfer of government functions is not in place, the government has strong control over the Federation of Industry and Commerce, and the relevant laws and regulations are not perfect; The Federation of Industry and Commerce itself: the ideological understanding is not in place, the functional position is not clear, the professional talent is lacking, the internal supervision system is not healthy; the social aspect: the citizen consciousness is not strong, the society has insufficient understanding to the Federation of Industry and Commerce, Non-public-owned enterprises lack of communication with the Federation of Industry and Commerce. In view of the main problems and causes of Mianyang Federation of Industry and Commerce, this paper puts forward the measures of Mianyang's transformation and development. First of all, the Federation of Industry and Commerce should strengthen its own construction: make clear the function orientation, give play to the advantage resources, improve the work style, strengthen the service consciousness, strengthen the quality construction, improve the service ability. Second, the government should speed up the transformation of functions: improve the management mode of the Federation of Industry and Commerce, strengthen the construction of laws and regulations, and decentralize the management functions of trade organizations. Third, the Federation of Industry and Commerce and the Government to achieve cooperative governance: the Federation of Industry and Commerce to undertake some of the functions of the government, the government and the Federation of Industry and Commerce to establish a good cooperative relationship, to establish and improve the linkage mechanism between the government and the Federation of Industry and Commerce. The countermeasures put forward in this paper are helpful to straighten out the relationship between the government and the Federation of Industry and Commerce and to play a better role in the transformation and development of the Federation of Industry and Commerce of Mianyang City. It has certain reference value for the transformation and development of the Federation of Industry and Commerce of Mianyang City.
