【摘要】：美國(guó)的朝核政策是決策者在國(guó)際層面博弈和國(guó)內(nèi)層面博弈,以及這兩個(gè)層面相互博弈的產(chǎn)物。特朗普政府朝核政策的主要特點(diǎn)包括:對(duì)朝鮮實(shí)行"最大限度施壓"政策和"所有牌都攤在桌上"威懾戰(zhàn)略,并未完全關(guān)閉與朝鮮談判的大門(mén),以及要求中國(guó)對(duì)解決朝核問(wèn)題發(fā)揮最大影響力。特朗普總統(tǒng)主導(dǎo)政府朝核政策的決策,但其主要顧問(wèn)起著一定的糾偏和危機(jī)時(shí)勸阻作用。美國(guó)國(guó)會(huì)一部分議員反對(duì)特朗普政府對(duì)朝進(jìn)行先發(fā)制人打擊,也有一些議員主張通過(guò)對(duì)華施壓來(lái)迫使中國(guó)向朝鮮施加最大壓力和美國(guó)在韓國(guó)重新部署戰(zhàn)術(shù)核武器。
[Abstract]:The North Korean nuclear policy of the United States is the result of the game between the decision-makers at the international level and the domestic level, and the game between the two levels. The main features of the Trump administration's North Korean nuclear policy include the "maximum pressure" policy on North Korea and the "all cards on the table" deterrence strategy, which has not completely closed the door to negotiations with North Korea. And asking China to exert its greatest influence in resolving the North Korean nuclear issue. President Trump dominates the administration's nuclear policy decisions, but its chief advisers play a role in correcting and dissuading crises. Some members of the U.S. Congress oppose the Trump administration's pre-emptive strike against North Korea, while others advocate using pressure on China to force China to exert maximum pressure on North Korea and the United States to redeploy tactical nuclear weapons in South Korea.
