【摘要】：內(nèi)閣制度是明代最核心的政治制度,而閣權(quán)的核心是票擬權(quán)。內(nèi)閣票擬為皇帝服務(wù),因此皇帝對(duì)章奏的態(tài)度是內(nèi)閣票擬的前提�；实郯l(fā)下章奏交內(nèi)閣票擬時(shí)可能沒有任何指示,也可能以口諭或御札形式傳旨。閣臣票擬則視旨意有無、旨意當(dāng)否做出不同反應(yīng)。內(nèi)閣票擬送呈皇帝后可能遭遇皇帝不同的處置,一旦票擬被駁回,則進(jìn)入新一輪改票程序。從權(quán)力結(jié)構(gòu)上來看,內(nèi)閣票擬是對(duì)皇權(quán)的過濾,并與司禮監(jiān)代行批紅、六科封駁形成皇帝詔旨出入的三角制衡關(guān)系。
[Abstract]:Cabinet system is the most core political system in Ming Dynasty, and the core of cabinet power is the power of voting. Cabinet vote is intended to serve the emperor, so the emperor's attitude towards Zhang Xuan is the premise of the cabinet vote. The emperor may hand over the next chapter to the cabinet without any instructions, or in the form of an oracle or imperial journal. The draft of the courtiers' votes depends on whether the will exists or not, and whether the will should react differently. When the cabinet votes are submitted to the emperor, they may be dealt with differently by the emperor, and once the votes are rejected, they enter a new round of vote changing procedures. From the point of view of power structure, the cabinet vote is the filtering of imperial power, and it is approved by the superintendent, and the six branches are sealed to form the triangular check and balance relationship between the imperial edict and the imperial edict.
