【摘要】：對當(dāng)今世界各主要經(jīng)濟(jì)體而言,互聯(lián)網(wǎng)安全已成為一個(gè)利益攸關(guān)的重要議題,但該領(lǐng)域國際共識(shí)和國際規(guī)則嚴(yán)重缺失,這與持續(xù)加劇的互聯(lián)網(wǎng)安全威脅之間產(chǎn)生了尖銳的矛盾。在中國,互聯(lián)網(wǎng)治理日益成為關(guān)乎國家安全的政策焦點(diǎn),同時(shí)也是參與全球治理不可或缺的組成部分;建構(gòu)互聯(lián)網(wǎng)國際規(guī)則的話語能力直接影響著中國對外傳播話語體系的建立和制度性話語權(quán)的提升,但目前中國對該領(lǐng)域話語策略的學(xué)術(shù)與政策研究仍嚴(yán)重缺失。當(dāng)前,對互聯(lián)網(wǎng)國際規(guī)則之制度理念的應(yīng)然性研究仍顯不足,關(guān)于中國在該領(lǐng)域?qū)ν鈧鞑ピ捳Z策略的探討更是近乎空白�；ヂ�(lián)網(wǎng)國際規(guī)則的缺失本質(zhì)上源于互聯(lián)網(wǎng)信息自由帶來的收益與政府信息管控對此種收益的限制之間存在難以調(diào)和的矛盾。由于日益嚴(yán)峻的互聯(lián)網(wǎng)安全形勢正逐漸打破互聯(lián)網(wǎng)信息自由與政府信息管控之間原有的平衡,加之全球化趨勢將世界各國的命運(yùn)更加緊密地聯(lián)系在一起,該領(lǐng)域國際規(guī)則的建構(gòu)開始具備現(xiàn)實(shí)的可能性。鑒于傳播話語在規(guī)則建構(gòu)的過程中占據(jù)著舉足輕重的地位,以公共安全為切入點(diǎn)贏得國際共識(shí)、提升中國在互聯(lián)網(wǎng)全球治理中的話語能力和制度性話語權(quán)就成為中國政策制定機(jī)構(gòu)和宣傳機(jī)構(gòu)在通過對外傳播推進(jìn)互聯(lián)網(wǎng)國際規(guī)則建構(gòu)時(shí)應(yīng)采取的話語策略。
[Abstract]:For the major economies in the world, Internet security has become an important issue, but there is a sharp contradiction between the international consensus and international rules in this field and the increasing threat of Internet security. In China, Internet governance is increasingly becoming the focus of national security policy, but also an indispensable part of global governance. The ability to construct the international rules of the Internet has a direct impact on the establishment of China's foreign communication discourse system and the promotion of institutional discourse rights. However, the academic and policy research on discourse strategies in this field is still seriously lacking in China. At present, the research on the system concept of Internet international rules is still insufficient, and the discussion of Chinese discourse strategy in this field is almost blank. The absence of Internet international rules essentially stems from the irreconcilable contradiction between the benefits brought by the freedom of Internet information and the restrictions of government information control on such benefits. Due to the increasingly severe Internet security situation, which is gradually breaking the balance between Internet information freedom and government information management and control, coupled with the trend of globalization, the destinies of all countries in the world are more closely linked. The construction of international rules in this field is beginning to have realistic possibility. In view of the fact that communication discourse plays an important role in the process of rule-building, public safety is the starting point to win international consensus. To enhance China's discourse ability and institutional right in the global governance of the Internet has become the discourse strategy adopted by Chinese policy-making and propaganda organizations in promoting the construction of Internet international rules through external communication.
