【摘要】：香港強(qiáng)制性公積金計劃(簡稱"強(qiáng)積金")已經(jīng)運(yùn)作了將近17年,覆蓋率高達(dá)85%,令超過300萬工作人口受惠。這個制度是特區(qū)政府面對社會老齡化、透過立法程序推行的一項養(yǎng)老政策。強(qiáng)積金的可持續(xù)性及沒有構(gòu)成政府額外財政承擔(dān)的政策特質(zhì),遠(yuǎn)較港英殖民政府在社會政策上的"補(bǔ)缺"原則為佳。但由于運(yùn)作時日尚短,面對急劇變化的社會經(jīng)濟(jì)環(huán)境轉(zhuǎn)變,這項制度也有需要改進(jìn)之處,尤其是"長期服務(wù)金"容許"對沖機(jī)制"一項,仍有較大的完善空間。
[Abstract]:The Hong Kong mandatory Provident Fund (MPF) scheme has been in operation for nearly 17 years, with a coverage rate of 855.00%, benefiting more than 3 million workers. This system is a pension policy implemented by the SAR Government through the legislative process in the face of an ageing society. The sustainability of the MPF and the policy characteristics that do not constitute an additional financial commitment to the Government are much better than the principle of "filling up" the social policy of the British Hong Kong colonial government. However, due to the short operating time and the rapidly changing social and economic environment, this system also needs to be improved. In particular, the "long service payment" allows for a "hedging mechanism", and there is still much room for improvement.
