【摘要】：黨的十八屆三中全會《關(guān)于全面深化改革若干重大問題的決定》指出,“積極應(yīng)對人口老齡化,加快建立社會養(yǎng)老服務(wù)體系和發(fā)展老年服務(wù)產(chǎn)業(yè)。健全農(nóng)村留守兒童、婦女、老年人關(guān)愛服務(wù)體系”(《中國經(jīng)濟網(wǎng)》2013年11月18日)。20世紀(jì)80年代以來,我國進入快速工業(yè)化和城市化階段,農(nóng)村勞動力大規(guī)模向城市流動,出現(xiàn)農(nóng)村留守老人這一群體。而隨著工業(yè)化和城鎮(zhèn)化進程的加快,這一群體還在不斷增大。據(jù)中國社會科學(xué)院發(fā)布的《中國老齡事業(yè)發(fā)展報告(2013)》顯示,目前我國農(nóng)村留守老人已達(dá)5000萬人左右。在這些老年人當(dāng)中,高齡、患病和失能老年人的生產(chǎn)生活、日常照料及其護理、精神及心理衛(wèi)生問題非常突出。大量留守老人不僅負(fù)擔(dān)重、收入低、生活照料和醫(yī)療問題得不到很好的關(guān)愛服務(wù),養(yǎng)老也得不到有力的保障。同時,老年群體社會管理存在一定的真空,易被非法組織利用,成為影響社會和諧穩(wěn)定的一個因素。如何提高農(nóng)村留守老人關(guān)愛服務(wù)成為社會議論重要話題。 本文運理論聯(lián)系實際和文獻(xiàn)研究等方法,從我國農(nóng)村留守老人實際生活問題和迫切需要出發(fā),探索研究我國農(nóng)村留守老人的關(guān)愛服務(wù)問題。本文認(rèn)為：加強農(nóng)村留守老人關(guān)愛服務(wù),是深入實踐中央“以人為本”精神、推進新型城鎮(zhèn)化建設(shè)和社會階層和諧的必然要求；不僅使農(nóng)村留守老人生活質(zhì)量有所提高,而且增進人民幸福感。當(dāng)前,由于基層領(lǐng)導(dǎo)對農(nóng)村留守老人關(guān)愛服務(wù)認(rèn)識不足、服務(wù)體系不健全、服務(wù)機制不合理、服務(wù)氛圍缺乏、服務(wù)內(nèi)容單一、服務(wù)實效性不強等原因,造成農(nóng)村留守老人諸如經(jīng)濟負(fù)擔(dān)沉重、生存處境艱難、心理孤單扭曲、養(yǎng)老質(zhì)量不高等問題,必須通過提高農(nóng)村留守老人關(guān)愛服務(wù)思想認(rèn)識、豐富關(guān)愛服務(wù)內(nèi)容、建構(gòu)關(guān)愛服務(wù)體系、完善關(guān)愛服務(wù)機制、營造關(guān)愛服務(wù)的社會人文環(huán)境等路徑,提高農(nóng)村留守老人生活、養(yǎng)老關(guān)愛服務(wù)實效性。 建立農(nóng)村留守老人關(guān)愛服務(wù)體系和機制,提高農(nóng)村留守老人關(guān)愛服務(wù)水平,解決好農(nóng)村留守老人養(yǎng)老難題,使進城務(wù)工人員無后顧之憂,能夠把更多的精力投入到社會建設(shè)中去,關(guān)涉到社會主義新農(nóng)村建設(shè)、社會和諧穩(wěn)定和社會主義小康社會全面建成。
[Abstract]:The decision of the third Plenary session of the 18th CPC Central Committee on comprehensively deepening the reform pointed out: "We should actively deal with the aging of the population, speed up the establishment of the social service system for the aged and develop the service industry for the elderly. Improve the care and service system for rural left-behind children, women and the elderly "(China Economic Network, Nov. 18, 2013) since the 1980s, China has entered the stage of rapid industrialization and urbanization, and rural labor force has been moving to cities on a large scale. There is a group of the elderly left behind in the countryside. With the acceleration of industrialization and urbanization, this group is still growing. According to the report on the Development of the cause of Aging in China issued by the Chinese Academy of Social Sciences, there are about 50 million elderly people left behind in rural areas. Among these elderly people, the productive life, daily care and nursing, mental and mental health problems of the aged, sick and disabled are prominent. A large number of left-behind old people are not only heavy burden, low income, life care and medical problems can not be very good care services, pension can not be guaranteed. At the same time, there is a certain vacuum in the social management of the elderly group, which is easy to be used by illegal organizations and becomes a factor affecting social harmony and stability. How to improve care services for the elderly left behind in rural areas has become an important topic of social discussion. By combining theory with practice and literature research, this paper explores and studies the care and service of the elderly left behind in rural areas from the point of view of the actual life problems and urgent needs of the elderly left behind in rural areas of our country. This paper holds that strengthening the care and care services for the elderly left behind in rural areas is an inevitable requirement for the central authorities to practice the spirit of "people-oriented", promote the construction of new urbanization and harmony of social strata, and not only improve the quality of life of the elderly left behind in rural areas, but also improve the quality of life. And improve people's happiness. At present, due to the lack of understanding of care and care services for the elderly left behind in rural areas, the service system is not perfect, the service mechanism is unreasonable, the service atmosphere is lacking, the service content is single, the service effectiveness is not strong, and so on. Such problems as heavy economic burden, difficult living situation, psychological loneliness and poor quality of the aged in rural areas must be improved to enrich the contents of care services for the elderly left behind in rural areas. Construct the care service system, perfect the care service mechanism, create the social and humanistic environment of care service, improve the life of the elderly left behind in rural areas, care for the aged and care for the real effect of the service. To establish a care service system and mechanism for the elderly left behind in rural areas, to improve the level of care services for the elderly left behind in rural areas, to solve the problem of old-age care for the elderly left behind in rural areas, and to ensure that migrant workers in cities have no worries. We can devote more energy to social construction, involve the construction of new socialist countryside, social harmony and stability, and the building of a well-off socialist society in an all-round way.
