【摘要】：學(xué)者與政治家對(duì)地緣政治的認(rèn)識(shí)有著重大的差別:學(xué)者注重并能較好的把握地理中的點(diǎn)與面的關(guān)系,他們理論的缺點(diǎn)是其優(yōu)點(diǎn)的過(guò)度延伸。結(jié)果他們書中那一個(gè)接一個(gè)的"樞紐地帶"誘使著他們的國(guó)家為爭(zhēng)地而四處"拼命",由此拉長(zhǎng)戰(zhàn)線、透支國(guó)家資源并導(dǎo)致國(guó)家的衰落。地緣政治本質(zhì)上應(yīng)被理解為國(guó)家"養(yǎng)生"和爭(zhēng)取有方向的世界和平的學(xué)問(wèn);其要義是正確地認(rèn)識(shí)國(guó)家目標(biāo)與資源在特定地理空間相互匹配關(guān)系及其矛盾轉(zhuǎn)化的學(xué)問(wèn)。在這方面做得比較好的人物集中于優(yōu)秀政治家群體,他們偉大并不在于他們對(duì)本國(guó)戰(zhàn)略目標(biāo)的認(rèn)識(shí)和把握能力,而在于對(duì)本國(guó)戰(zhàn)略目標(biāo)與戰(zhàn)略資源匹配關(guān)系及其矛盾轉(zhuǎn)化節(jié)點(diǎn)的認(rèn)識(shí)和把握能力。與任意一邊過(guò)度拉伸會(huì)導(dǎo)致平行四邊形穩(wěn)定性受到破壞的道理一樣,中國(guó)在四邊任意方向的過(guò)度擴(kuò)伸都會(huì)在另一方向受到相應(yīng)擠壓而不得不做出相應(yīng)的戰(zhàn)略收縮。根據(jù)亞洲地緣政治的特點(diǎn),伴隨國(guó)力增長(zhǎng),未來(lái)中國(guó)國(guó)家利益的拓展要在不失國(guó)重、保持國(guó)力支出不失衡的原則下進(jìn)行,筆者認(rèn)為:"國(guó)家保主權(quán)、國(guó)內(nèi)保政權(quán)、周邊保格局、全球穩(wěn)利益"應(yīng)是這一原則的具體表述。
[Abstract]:Scholars and politicians have great differences in their understanding of geopolitics: scholars pay attention to and grasp the relationship between points and sides in geography, and their theoretical shortcomings are the excessive extension of their advantages. As a result, one by one of the "hubs" in their books enticed their country to "fight hard" for land, thereby stretching the front, overdrawing the country's resources and leading to its decline. Geopolitics, in essence, should be understood as the knowledge of national "health preservation" and the pursuit of a oriented world peace, and its main point is to correctly understand the knowledge of the matching relationship between national goals and resources in a particular geographical space and the transformation of contradictions. Those who have done better in this respect are concentrated in the group of outstanding politicians, whose greatness does not lie in their ability to understand and grasp the strategic goals of their country. It lies in understanding and grasping the matching relationship between national strategic objectives and strategic resources and the transformation node of contradiction. In the same way that the stability of parallelogram will be destroyed by overstretching on either side, China's overstretching in any direction of the four sides will be squeezed in the other direction and China will have to make a corresponding strategic contraction. According to the characteristics of Asia's geopolitics and with the growth of national strength, the expansion of China's national interests in the future should be carried out on the principle of not losing national weight and keeping the expenditure of national strength not out of balance. The author believes: "the state protects sovereignty, the domestic regime, and the surrounding security pattern." Global stability should be a concrete expression of this principle.
