【摘要】：社區(qū)是城市的基本單元,其建設(shè)的好與壞,直接關(guān)系到社區(qū)居民的生活質(zhì)量和社會(huì)的和諧穩(wěn)定。開(kāi)展對(duì)社區(qū)管理模式的研究,對(duì)于解決當(dāng)前城市社區(qū)管理弊端、滿(mǎn)足居民多元需求、構(gòu)建新型社區(qū)管理體系具有重要的現(xiàn)實(shí)意義。本文從總結(jié)北京東城區(qū)、上海長(zhǎng)寧區(qū)、湖北宜昌市等地區(qū)實(shí)施城市網(wǎng)格化管理主要做法入手,對(duì)網(wǎng)格化管理的基本構(gòu)成、主要特征和局限性進(jìn)行了闡述。認(rèn)為社區(qū)網(wǎng)格化管理是技術(shù)創(chuàng)新和制度創(chuàng)新的有效融合,變過(guò)去“上面千條線、基層一根針”為“上面千條線、基層一張網(wǎng)”,在整合資源、規(guī)范流程、高效管理、全程服務(wù)等方面具有獨(dú)特優(yōu)勢(shì),能夠促使居民與政府的良性互動(dòng),有利于建設(shè)管理有序、平安和諧社區(qū)。在上述分析的基礎(chǔ)上,通過(guò)以鄭州市推行社區(qū)網(wǎng)格化管理為例,對(duì)其主要做法、運(yùn)行模式、存在的問(wèn)題和取得的成效進(jìn)行了較為詳細(xì)的分析研究,并對(duì)完善社區(qū)網(wǎng)格化管理提出了自己的看法:首先,規(guī)范社區(qū)組織運(yùn)行體系,健全完善以社區(qū)黨組織為核心、社區(qū)自治組織為主體、社會(huì)各方力量共同參與的新型社區(qū)管理體系;其次,搭建社區(qū)綜合管理服務(wù)平臺(tái),規(guī)范流程,讓社區(qū)內(nèi)每個(gè)城市部件、城市事件問(wèn)題都能得到精細(xì)化管理;最后,規(guī)范社區(qū)服務(wù)平臺(tái),細(xì)化社區(qū)服務(wù)項(xiàng)目,讓每個(gè)居民都能得到人性化服務(wù)。同時(shí)在組織實(shí)施過(guò)程中,要注重激發(fā)社會(huì)組織、社區(qū)居民參與社區(qū)管理服務(wù)熱情,形成多元共治格局。通過(guò)推行社區(qū)網(wǎng)格化管理模式,把各類(lèi)社會(huì)問(wèn)題、社會(huì)矛盾處置在萌芽狀態(tài),達(dá)到以基層平安細(xì)胞創(chuàng)建促進(jìn)社會(huì)安定有序、和諧穩(wěn)定。本文較為系統(tǒng)地展現(xiàn)出以“規(guī)范化運(yùn)行、精細(xì)化管理、多元化參與、人性化服務(wù)、信息化支撐”為主要內(nèi)容的城市社區(qū)網(wǎng)格化管理運(yùn)行模式,特別是在搭建社區(qū)服務(wù)平臺(tái)的過(guò)程中,需要細(xì)化社區(qū)服務(wù)項(xiàng)目,促進(jìn)工作重心下移、工作窗口前置、基層資源整合等方面進(jìn)行了深入探索,對(duì)提升社區(qū)服務(wù)質(zhì)量有一定的指導(dǎo)意義。
[Abstract]:Community is the basic unit of the city. Its construction is directly related to the quality of life of the community residents and the harmony and stability of the society. It is of great practical significance to carry out the research on the mode of community management to solve the problems of current urban community management, to meet the diverse needs of residents and to build a new community management system. Based on the summary of the main practices of urban grid management in Dongcheng District of Beijing, Changning District of Shanghai and Yichang City of Hubei Province, this paper expounds the basic structure, main characteristics and limitations of grid management. It is considered that community grid management is an effective fusion of technological innovation and system innovation, changing the past from "one thousand lines above, one needle at the grass-roots level" to "a thousand lines above, a network at the grass-roots level", and integrating resources, standardizing the process, and managing efficiently. The whole course service has the unique superiority, can promote the resident and the government benign interaction, is advantageous to the construction management orderly, peaceful harmonious community. On the basis of the above analysis, by taking Zhengzhou City as an example to carry out community grid management, this paper makes a detailed analysis and study on its main practice, operation mode, existing problems and achievements. At the same time, the author puts forward his own views on the improvement of community grid management: first, standardizing the operation system of community organizations, perfecting the community party organizations as the core, and community autonomous organizations as the main body. A new type of community management system in which all sectors of society participate; secondly, build a community integrated management service platform, standardize the process, so that every urban component in the community, urban events can be refined management; finally, Standardize community service platform, refine community service projects, so that every resident can get humanized service. At the same time, in the process of organization implementation, we should pay attention to stimulate social organizations, community residents to participate in community management and service enthusiasm, and form a pluralistic co-governance pattern. Through carrying out the management mode of community grid, all kinds of social problems and social contradictions are dealt with in the budding state, so as to promote social stability, order and harmony with the establishment of peace cells at the grass-roots level. This paper systematically shows the operation mode of urban community grid management with "standardized operation, fine management, diversified participation, humanized service and information support" as the main content. Especially in the process of setting up the community service platform, it is necessary to refine the community service project, promote the work center of gravity to move down, the work window front, the grass-roots resources integration and so on has carried on the thorough exploration. To improve the quality of community service has certain guiding significance.
