【摘要】：近幾年,我國的經(jīng)濟(jì)飛速發(fā)展,人民的生活越來越富裕,但是周圍的安全形勢卻日益嚴(yán)峻,人民群眾對安全保障要求不斷的提高。安全社區(qū)在國內(nèi)外已經(jīng)證明了可以增強(qiáng)人民安全防范意識和降低事故傷害。近年來,我國很多省市和地區(qū)開展了多種與安全社區(qū)建設(shè)相關(guān)的活動,雖然在我國得到一定的推廣,但地理分布只集中在一些經(jīng)濟(jì)發(fā)達(dá)的地區(qū),許多城鎮(zhèn)和城市都不覆蓋,存在嚴(yán)重的發(fā)展不均衡的現(xiàn)象。中國的安全社區(qū)建設(shè)與發(fā)達(dá)國家相比水平仍然較低,尤其是城鎮(zhèn)層面的建設(shè)基礎(chǔ)薄弱,不能滿足廣大人民的需要。本文分別解釋了安全社區(qū)相關(guān)的概念,調(diào)研了國內(nèi)外安全社區(qū)的研究現(xiàn)狀和發(fā)展歷程,總結(jié)了安全社區(qū)研究的主要的內(nèi)容以及方法。莊河市徐嶺鎮(zhèn)位于莊河市城北郊區(qū),由于城市化的進(jìn)程引起一系列社會變遷,出現(xiàn)了社會治安問題突出、安全生產(chǎn)隱患多、自然狀況復(fù)雜等多種問題。工作組通過理論與實(shí)際相結(jié)合,在經(jīng)過認(rèn)真的分析和總結(jié)后,從公眾場所安全、社會治安安全、交通安全、消防安全、學(xué)校安全、家居安全、涉水安全7個(gè)重點(diǎn)安全領(lǐng)域入手,采取一系列安全干預(yù)措施,從而提升轄區(qū)居民安全意識,減少事故傷害頻率。通過對實(shí)施安全促進(jìn)項(xiàng)目以來的兩年連續(xù)監(jiān)控,各領(lǐng)域措施得力,取得一定的成績,但是安全社區(qū)建設(shè)方面仍然存在一些問題。通過采取個(gè)別訪談、發(fā)放調(diào)查問卷和到職能部門調(diào)取相關(guān)數(shù)據(jù)進(jìn)行客觀評估等方法,了解了安全社區(qū)建設(shè)過程中存在的問題。經(jīng)過梳理和匯總,主要表現(xiàn)在組織領(lǐng)導(dǎo)力度不夠、宣傳工作力度不夠、居民安全意識不夠、資金投入力度不夠、農(nóng)村社區(qū)基礎(chǔ)條件差、安全監(jiān)測系統(tǒng)不完善等。經(jīng)過分析,主要存在社區(qū)工作人員對安全社區(qū)工作不夠重視、居民缺少主體意識、安全社區(qū)建設(shè)相關(guān)保障制度不夠完善、安全社區(qū)建設(shè)工作方案沒有遠(yuǎn)瞻性等原因。在認(rèn)真分析原因的基礎(chǔ)上,工作做結(jié)合管理學(xué)理論和政府部門工作經(jīng)驗(yàn),探討完善了莊河市徐嶺鎮(zhèn)安全社區(qū)建設(shè)的對策,包括進(jìn)一步完善安全社區(qū)建設(shè)方案,進(jìn)一步提高社區(qū)組織和社區(qū)居民的自治能力,進(jìn)一步強(qiáng)化居民安全防范能力,激發(fā)居民參與安全社區(qū)建設(shè)意識,暢通居民參與安全社區(qū)建設(shè)渠道,以期解決安全社區(qū)建設(shè)中存在的問題。本文的創(chuàng)新之處是針對已經(jīng)獲得國家安全社區(qū)命名的徐嶺鎮(zhèn)安全社區(qū)工作,客觀闡述其成功的經(jīng)驗(yàn)做法,分析工作中存在的主要問題和不足,提出符合居民安全需求和徐嶺鎮(zhèn)地域特點(diǎn)的安全社區(qū)改進(jìn)對策,并為其他郊區(qū)鄉(xiāng)鎮(zhèn)的安全社區(qū)建設(shè)提供經(jīng)驗(yàn)和借
[Abstract]:In recent years, with the rapid development of economy in our country, the people's life is getting richer and richer, but the security situation around them is becoming more and more serious. Safe communities have been proven to enhance people's awareness of safety prevention and reduce accident injury both at home and abroad. In recent years, many provinces, cities and regions in China have carried out a variety of activities related to the construction of safe communities. Although they have been popularized in China to a certain extent, the geographical distribution is concentrated in some economically developed areas, and many towns and cities are not covered. There is a serious imbalance in development. Compared with the developed countries, the construction of safe communities in China is still relatively low, especially in the urban level, the foundation of construction is weak, which can not meet the needs of the broad masses of the people. This paper explains the concept of safe community, investigates the research status and development history of safe community at home and abroad, and summarizes the main contents and methods of safe community research. Xuling Town of Zhuanghe City is located in the north suburb of Zhuanghe City. Due to a series of social changes caused by the process of urbanization, there are many problems such as prominent social security problems, many hidden dangers in production safety and complex natural conditions. Through the combination of theory and practice, after careful analysis and summing up, the working group began with seven key safety fields: public place safety, social security safety, traffic safety, fire safety, school safety, home safety, and water safety. Take a series of safety intervention measures to enhance the residents' safety awareness and reduce the frequency of accident injury. Through the continuous monitoring of the safety promotion project since the implementation of the project, the measures in various fields are effective and some achievements have been made, but there are still some problems in the construction of the safe community. By means of individual interview, questionnaire distribution and objective evaluation of relevant data from the functional department, the problems in the process of building a safe community are understood. Through combing and summing up, the main performance is not enough organizational leadership, insufficient propaganda, insufficient safety awareness of residents, insufficient investment of funds, poor basic conditions of rural communities, imperfect safety monitoring system and so on. After analysis, the main reasons are that the community workers do not pay enough attention to the safety community work, the residents lack the consciousness of the subject, the security system related to the safety community construction is not perfect enough, and the safety community construction work plan is not far-sighted, and so on. On the basis of serious analysis of the reasons, combining the theory of management and the work experience of government departments, this paper probes into the countermeasures to improve the construction of safe community in Xuling Town, Zhuanghe City, including the further improvement of the construction plan of safe community. To further improve the autonomy of community organizations and community residents, further strengthen residents' ability to guard against safety, stimulate residents' awareness of participating in the construction of safe communities, and unblock channels for residents to participate in the construction of safe communities, In order to solve the problems existing in the construction of safe community. The innovation of this paper is to objectively expound its successful experience and practice, and analyze the main problems and shortcomings in the work, aiming at the safety community work of Xuling Town, which has been named as the national security community. The paper puts forward some countermeasures to improve the safety community in accordance with the needs of the residents and the regional characteristics of Xuling Town, and provides experience and reference for the construction of the safe community in other rural towns and townships.
