【摘要】：歐洲安全維護(hù)一直是歐盟警務(wù)合作最主要的目標(biāo),當(dāng)前歐盟面臨的恐怖主義、移民危機、有組織犯罪等現(xiàn)實威脅促使歐盟對警務(wù)合作進(jìn)行革新。2015年,歐盟委員會提出"歐洲安全議程"之后,歐盟從政策層級、執(zhí)行層級和協(xié)調(diào)層級對歐盟警務(wù)合作進(jìn)行了變革,針對警務(wù)合作的方向、領(lǐng)域、內(nèi)容及機構(gòu)等繪制發(fā)展規(guī)劃,歐盟警務(wù)合作也逐漸向非傳統(tǒng)安全治理、歐盟主導(dǎo)成員國參與、強化信息情報共享的主要方向發(fā)展。
[Abstract]:The maintenance of European security has always been the main goal of EU police cooperation. The current threats to the EU, such as terrorism, immigration crisis, organized crime, and so on, have prompted the EU to innovate on police cooperation. In 2015, After the "European Security agenda" was proposed by the European Commission, the EU transformed EU police cooperation at the policy, executive and coordination levels, drawing development plans for the direction, areas, content and institutions of police cooperation. EU police cooperation is also gradually developing towards non-traditional security governance with the participation of EU leading member states and the strengthening of information and intelligence sharing.
