【摘要】：國際調(diào)停是歐盟執(zhí)行共同外交和安全政策（CFSP）及歐盟安全防務政策(ESDP)的重要工具之一。 二戰(zhàn)后，歐洲共同體被作為一個和平計劃實施。隨著冷戰(zhàn)的結束，歐盟作為一個對維護全球和平、民主和人權以及促進可持續(xù)發(fā)展有著重要責任的超國家行為體，開始在預防全球范圍內(nèi)的沖突和進行危機管理中發(fā)揮重要作用。國際調(diào)停作為一個有效且成本效益高的預防、轉(zhuǎn)化和解決沖突的途徑，逐漸被歐盟視作為解決危機沖突第一應對手段，，同時也是沖突預防戰(zhàn)略的一個重要組成部分。 本文探討了國際調(diào)停的相關定義和歐盟作為一個特殊的國際行為體對國際調(diào)停的解讀和國際調(diào)停實踐，具體包括歐盟調(diào)停的動因、相關機構、調(diào)停政策和調(diào)停機制的發(fā)展。通過分析歐盟在三個不同地域（亞齊、格魯吉亞、科索沃）沖突中的調(diào)停表現(xiàn)得出結論，即歐盟雖然在調(diào)停領域取得了明顯成果，但依然存在理論和實踐上的不足，而這些不足影響了歐盟的調(diào)停效果。
[Abstract]:International mediation is one of the important tools for the EU to implement the Common Foreign and Security Policy (CFSP) and the EU Security and Defense Policy (ESDP). After World War II, the European Community was implemented as a peace plan. With the end of the cold war, the European Union as a supranational actor with important responsibilities for the maintenance of global peace, democracy and human rights and the promotion of sustainable development, To play an important role in conflict prevention and crisis management around the world. As an effective and cost-effective way to prevent, transform and resolve conflicts, international mediation has gradually been regarded by the European Union as the first response to crisis resolution and an important component of conflict prevention strategies. This paper discusses the definition of international mediation, the interpretation and practice of international mediation by EU as a special international actor, including the motivation, relevant institutions, mediation policy and mediation mechanism of EU mediation. Through an analysis of the European Union's mediation performance in the conflicts in three different regions (Aceh, Georgia, Kosovo), it is concluded that although the EU has achieved significant results in the field of mediation, there are still theoretical and practical deficiencies. These deficiencies have affected the EU's mediation effectiveness.
