【摘要】：隨著20世紀(jì)90年代開始的城市住房制度改革的逐步推進(jìn),城市住房市場(chǎng)化的浪潮催生了城市商品房社區(qū)的建設(shè)和城市社區(qū)治理實(shí)踐的發(fā)展。在城市社區(qū)治理實(shí)踐中最重要的活動(dòng)要素是居民和社區(qū)組織,社區(qū)組織只有了解居民的利益訴求,才能更好地服務(wù)居民,服務(wù)社區(qū)。所以,本研究的議題是城市社區(qū)治理中的居民利益吸納問題。城市社區(qū)治理中的居民利益吸納是一個(gè)由各要素組成的聯(lián)動(dòng)系統(tǒng),包括利益吸納的主體、客體、途徑和環(huán)境四個(gè)要素。城市社區(qū)治理中居民利益吸納的主體是各類型的社區(qū)組織,客體是居民對(duì)城市社區(qū)治理中的利益訴求和期待,途徑是社區(qū)組織對(duì)居民利益訴求進(jìn)行吸納的方式,環(huán)境是影響社區(qū)組織對(duì)居民利益進(jìn)行吸納的內(nèi)外環(huán)境的綜合作用。因此,城市社區(qū)治理中的居民利益吸納的概念為:城市社區(qū)組織通過多元化的利益吸納方式對(duì)社區(qū)居民的利益訴求進(jìn)行了解、探索、掌握、整理、反饋的動(dòng)態(tài)過程。本研究共分為如下七個(gè)部分:第一部分:研究緒論。第二部分:城市社區(qū)治理中的居民利益吸納理論與目標(biāo)分析。第三部分:城市社區(qū)治理中的居民利益吸納實(shí)例分析。該部分是赴B市兩個(gè)城市社區(qū)進(jìn)行調(diào)查研究,對(duì)社區(qū)中的三種不同屬性的組織進(jìn)行"對(duì)居民利益吸納"情況調(diào)查。第四部分:城市社區(qū)治理中的居民利益吸納困境。第五部分:城市社區(qū)治理中的居民利益吸納困境的原因。第六部分:城市社區(qū)治理中居民利益吸納困境的對(duì)策。該部分是通過建立城市社區(qū)治理中的利益吸納機(jī)制、完善城市社區(qū)法治體系建設(shè)以及完善國家——社區(qū)雙向互動(dòng)的治理結(jié)構(gòu)來解決城市社區(qū)治理中居民利益吸納的困境。第七部分:結(jié)論。
[Abstract]:With the gradual promotion of urban housing system reform in 1990s, the tide of urban housing marketization has led to the construction of urban housing community and the development of urban community governance practice. The most important active elements in the practice of urban community governance are residents and community groups, and community organizations only understand the interests of the residents. In order to better serve the residents and serve the community. Therefore, the topic of this study is the problem of absorbing the interests of the residents in the urban community governance. The absorption of the interests of the residents in the urban community governance is a linkage system composed of various elements, including four factors, the subject, the object, the way and the environment of the interest absorption. The main body of interest absorption is the various types of community organizations, the object is the interest demand and expectation of the residents in the urban community governance, the way is that the community organization absorbs the interests of the residents, and the environment is the comprehensive effect of the internal and external environment that affects the community organizations to absorb the interests of the residents. Therefore, the residents in the urban community governance are the residents. The concept of interest absorption is that urban community organizations are divided into seven parts: the first part: the introduction. The first part: the second part: the theory and goal of the residents' interest absorption in urban community governance. Analysis. The third part: the analysis of the residents' interest absorption in urban community governance. This part is the investigation and study of two urban communities in B city. The three types of organizations in the community are investigated for the "absorption of the interests of the residents". The fourth part: the plight of the residents' interests in the urban community management. The fifth part: the urban society The sixth part: the countermeasures to absorb the plight of the residents' interests in the urban community governance. This part is to solve the urban community by establishing the mechanism of interest absorption in the urban community governance, perfecting the construction of the rule of law system in the urban community and perfecting the governance structure of the two-way interaction between the state and the community.
