【摘要】：社區(qū)養(yǎng)老服務(wù)模式的出現(xiàn)和存在,為應(yīng)對我國逐步進(jìn)入老齡化社會(huì),為降低家庭養(yǎng)老和社會(huì)養(yǎng)老的壓力,尤其為緩解我國政府的壓力做出了巨大的貢獻(xiàn)。必須看到的是,由于我國的社會(huì)經(jīng)濟(jì)發(fā)展水平有限,政府投入較少,社區(qū)養(yǎng)老服務(wù)的社會(huì)認(rèn)知程度低以及社區(qū)養(yǎng)老服務(wù)專業(yè)人員不足等問題的存在,嚴(yán)重阻礙了我國社區(qū)養(yǎng)老服務(wù)的發(fā)展。因此大力發(fā)展社區(qū)養(yǎng)老服務(wù),加大對于社區(qū)養(yǎng)老服務(wù)的投入與關(guān)注,對于我國養(yǎng)老事業(yè)有著舉足輕重的作用。作為家庭養(yǎng)老和社會(huì)養(yǎng)老的一種替代模式,社區(qū)養(yǎng)老不僅可以滿足老年人對于家庭的渴望以及子女可以盡孝的心愿,同時(shí)在一定程度上刺激了社會(huì)養(yǎng)老的發(fā)展,對于社會(huì)和諧發(fā)展起到了一定的積極作用。論文以社區(qū)養(yǎng)老服務(wù)的相關(guān)理論作為開篇,為后續(xù)的研究提供一定的理論基礎(chǔ),同時(shí)以石家莊東里社區(qū)的社會(huì)養(yǎng)老服務(wù)模式為研究對象,對老年人的照看情況,養(yǎng)老設(shè)施現(xiàn)狀以及養(yǎng)老機(jī)構(gòu)的現(xiàn)狀進(jìn)行深入的探析,研究了我國實(shí)行社區(qū)養(yǎng)老的必要性和可行性。此外,對于日本社區(qū)養(yǎng)老服務(wù)的發(fā)展和現(xiàn)狀進(jìn)行闡述,從多角度出發(fā)總結(jié)日本社區(qū)養(yǎng)老服務(wù)的特點(diǎn)。最后,結(jié)合制約我國社區(qū)養(yǎng)老服務(wù)模式發(fā)展的因素以及日本社區(qū)養(yǎng)老服務(wù)的優(yōu)點(diǎn),從政策設(shè)計(jì),資金投入,內(nèi)容完善,人員配備以及社會(huì)參與方面多角度提出了解決問題的建議和對策。
[Abstract]:The emergence and existence of community pension service mode has made a great contribution to coping with the aging society in our country, reducing the pressure of family pension and social old-age care, especially for relieving the pressure of our government. It must be noted that due to the limited level of social and economic development in our country, the less government investment, the low level of social cognition of community pension services and the shortage of professionals in community pension services, Seriously hindered the development of community pension services in China. Therefore, it plays an important role in our country to develop community pension service and increase investment and attention to community pension service. As an alternative mode of family and social pension, community pension can not only satisfy the old people's yearning for family and the desire of filial piety, but also stimulate the development of social pension to a certain extent. For the harmonious development of society has played a certain positive role. The paper starts with the related theories of community pension service, which provides a theoretical basis for the follow-up study, and takes the social pension service model of Dongli community in Shijiazhuang as the research object, and looks after the elderly. In this paper, the necessity and feasibility of implementing community pension in our country are studied by analyzing the present situation of old-age facilities and the present situation of pension institutions. In addition, the development and present situation of the community pension service in Japan are expounded, and the characteristics of the community pension service in Japan are summarized from various angles. Finally, combining with the factors that restrict the development of community old-age service model in China and the advantages of Japanese community pension service, from the policy design, capital investment, content perfection, Staffing and social participation aspects of the various perspectives to solve the problem and countermeasures.
