【摘要】：作為應(yīng)對(duì)氣候變化、能源危機(jī)和環(huán)境污染等問題的綜合性解決路徑,清潔能源利用在各國(guó)的迅速崛起推進(jìn)了國(guó)際社會(huì)對(duì)于全球能源秩序變革以及全球清潔能源善治提出新的訴求。在發(fā)展實(shí)踐中,全球清潔能源治理日益呈現(xiàn)出一種基于多元主體參與且呈網(wǎng)絡(luò)性拓展互動(dòng)模式的跨國(guó)主義范式。本文基于對(duì)三種全球治理范式的理論探討,深入分析了全球清潔能源治理的多元網(wǎng)絡(luò)化路徑及其特點(diǎn)。全球氣候能源戰(zhàn)略格局轉(zhuǎn)型、國(guó)家間互動(dòng)中清潔能源的"去地緣化"屬性以及私營(yíng)部門的興起從不同層面推動(dòng)了治理的多元網(wǎng)絡(luò)化進(jìn)程。但這一進(jìn)程也受到多元治理格局碎片化、體系中的"南北分割"以及"治理的再地緣化"等現(xiàn)實(shí)挑戰(zhàn)的阻礙。在此研究基礎(chǔ)上,為中國(guó)更好地參與全球清潔能源治理提供前瞻性的建議,從而提升中國(guó)在國(guó)際氣候能源治理中的話語權(quán)和能動(dòng)性。
[Abstract]:As a comprehensive solution to the problems of climate change, energy crisis and environmental pollution, the rapid rise of clean energy utilization in various countries has promoted the international community to put forward new demands on the global energy order change and the global clean energy good governance. In the development practice, the global clean energy governance is increasingly presented as a basis for the development of clean energy. Based on the theoretical discussion of three global governance paradigms, this paper analyzes the multiple network path and its characteristics of global clean energy governance. The global climate energy strategy pattern transformation and the "de geopolitical" attribute of clean energy in inter state interaction The rise of the private sector has promoted the pluralistic network process of governance from different levels. However, this process has also been hindered by the fragmentation of multiple governance patterns, the "division of the north and the South" and "re geopolialization" in the system. On the basis of this study, it provides a forward-looking approach to China's better participation in global clean energy governance. It is suggested that China's discourse and initiative in international climate and energy governance be enhanced.
