【摘要】：近年來(lái),隨著信息通信技術(shù)發(fā)展越來(lái)越快,人們的生活已經(jīng)越來(lái)越離不開(kāi)網(wǎng)絡(luò)。人們將網(wǎng)絡(luò)技術(shù)運(yùn)用到生活的各個(gè)方面,享受著網(wǎng)絡(luò)帶來(lái)的各種便利,但是,從辯證法的角度來(lái)看,任何事物的發(fā)展都具有兩面性,都會(huì)產(chǎn)生好、壞兩方面的影響,網(wǎng)絡(luò)能幫助人們更好地解決生活難題,但也會(huì)給人們帶來(lái)各種不良因素的困擾,如網(wǎng)絡(luò)暴力。隨著網(wǎng)絡(luò)社會(huì)與現(xiàn)實(shí)社會(huì)的不斷融合,這種困擾已經(jīng)不只局限于虛擬的網(wǎng)絡(luò)輿論壓力,已經(jīng)演變成現(xiàn)實(shí)社會(huì)中的輿論壓迫和人身攻擊,對(duì)網(wǎng)絡(luò)暴力當(dāng)事人正常的現(xiàn)實(shí)生活造成嚴(yán)重影響,人們對(duì)網(wǎng)絡(luò)暴力治理的呼聲越來(lái)越高,于是加強(qiáng)網(wǎng)絡(luò)暴力治理勢(shì)在必行。政府是社會(huì)公共事務(wù)的主要管理者,長(zhǎng)期以來(lái),我國(guó)的網(wǎng)絡(luò)暴力治理主要依靠政府發(fā)揮主導(dǎo)作用,然而,政府對(duì)網(wǎng)絡(luò)暴力治理的高投入并沒(méi)有獲得良好的治理效果,每年網(wǎng)絡(luò)暴力事件發(fā)生的頻率反而越來(lái)越高,這說(shuō)明依靠政府這個(gè)單一的治理主體來(lái)治理網(wǎng)絡(luò)暴力其成效是不明顯的,亟需探索新的治理路徑。善治理論是為解決治理失敗而生的,它的本質(zhì)在于國(guó)家政府和公民共同管理社會(huì)事務(wù),建立相互間新的合作關(guān)系,實(shí)現(xiàn)公共利益最大化。隨著網(wǎng)絡(luò)社會(huì)事務(wù)的發(fā)展越來(lái)越復(fù)雜,對(duì)網(wǎng)絡(luò)暴力治理主體的要求也越來(lái)越高,政府在充分實(shí)現(xiàn)網(wǎng)絡(luò)社會(huì)管理職能的同時(shí),網(wǎng)絡(luò)傳媒、網(wǎng)民也要積極參與網(wǎng)絡(luò)暴力治理,才能推動(dòng)網(wǎng)絡(luò)暴力治理的進(jìn)程。全文分為六個(gè)部分：第一部分為緒論,詳細(xì)地闡述本篇論文的研究背景、研究意義、研究思路、研究方法,評(píng)述國(guó)內(nèi)外研究的現(xiàn)狀,并指出本文可能的創(chuàng)新點(diǎn)。第二部分為相關(guān)概念的界定及理論基礎(chǔ),對(duì)網(wǎng)絡(luò)暴力及網(wǎng)絡(luò)暴力治理的概念進(jìn)行了界定,同時(shí)對(duì)善治理論的主要內(nèi)容及運(yùn)用于網(wǎng)絡(luò)暴力治理的適用性進(jìn)行了闡釋。第三部分通過(guò)對(duì)引入本文的兩個(gè)網(wǎng)絡(luò)暴力典型案例的分析,著重從政府、網(wǎng)絡(luò)傳媒、網(wǎng)民三方面探討我國(guó)目前在網(wǎng)絡(luò)暴力治理過(guò)程中存在的困境。第四部分總結(jié)了國(guó)外在網(wǎng)絡(luò)暴力治理方面的成功經(jīng)驗(yàn)及對(duì)我國(guó)網(wǎng)絡(luò)暴力治理的啟示。第五部分在善治理論框架的指導(dǎo)下,從政府、網(wǎng)絡(luò)傳媒、網(wǎng)民三方面提出我國(guó)網(wǎng)絡(luò)暴力治理的應(yīng)對(duì)措施。第六部分是結(jié)語(yǔ),對(duì)全文進(jìn)行總結(jié)。
[Abstract]:In recent years, with the rapid development of information and communication technology, people's lives have become more and more inseparable from the network. People apply network technology to all aspects of life and enjoy the convenience brought by the network. However, from the perspective of dialectics, the development of anything has two sides, both good and bad. The Internet can help people solve their life problems better, but it will also bring people a variety of adverse factors, such as network violence. With the continuous integration of the network society and the real society, this kind of puzzlement has not only been limited to the virtual network public opinion pressure, but has evolved into the public opinion oppression and personal attack in the real society. It has a serious impact on the normal real life of the parties involved in network violence, so it is imperative to strengthen the governance of network violence. The government is the main manager of social public affairs. For a long time, the governance of network violence in our country mainly depends on the government to play a leading role. However, the high investment of the government in the governance of network violence has not obtained good governance effect. However, the frequency of network violence is getting higher and higher every year, which shows that it is not obvious to rely on the government as a single governance subject to deal with network violence, and it is urgent to explore new governance path. The theory of good governance is born to solve the failure of governance. Its essence lies in the joint management of social affairs between the government and citizens, the establishment of a new cooperative relationship between each other, and the maximization of public interests. As the development of network social affairs becomes more and more complex, the demands on the main body of network violence governance are becoming more and more high. While the government fully realizes the network social management function, the network media and Internet users should also actively participate in the network violence management. In order to promote the process of cyberviolence governance. The paper is divided into six parts: the first part is the introduction, which elaborates the research background, research significance, research ideas, research methods, reviews the current situation of domestic and foreign research, and points out the possible innovation points of this paper. The second part is the definition and theoretical basis of the related concepts. It defines the concepts of network violence and the governance of network violence. At the same time, it explains the main content of the theory of good governance and its applicability to the governance of network violence. In the third part, through the analysis of two typical cases of network violence introduced in this paper, the difficulties existing in the process of governance of network violence in our country are discussed from three aspects: government, network media and Internet users. The fourth part summarizes the successful experiences of foreign countries in the management of network violence and the enlightenment to the governance of network violence in China. Under the guidance of the theory of good governance, the fifth part puts forward the countermeasures from three aspects of government, network media and Internet users. The sixth part is the conclusion, carries on the summary to the full text.
