永嘉縣農(nóng)村社區(qū)治理研究

【摘要】:2011年,溫州對鄉(xiāng)鎮(zhèn)區(qū)劃進(jìn)行了大規(guī)模的調(diào)整和撤并,全市290個鄉(xiāng)鎮(zhèn)(街道)調(diào)整為140個。永嘉縣將原有的38個鄉(xiāng)鎮(zhèn)調(diào)整為10鎮(zhèn)8街道3功能區(qū)。2011年5月,永嘉縣對村級組織設(shè)置進(jìn)行了改革,并通過“轉(zhuǎn)并聯(lián)”方式來組建農(nóng)村新社區(qū)。永嘉縣按照行政規(guī)劃布局將906個行政村組建成117個農(nóng)村新社區(qū),開始了農(nóng)村社區(qū)的治理工作。永嘉縣主要是采取聯(lián)村的方式來組建農(nóng)村社區(qū),2012年永嘉縣對農(nóng)村社區(qū)進(jìn)行了優(yōu)化調(diào)整,調(diào)整為65個農(nóng)村社區(qū)。這些農(nóng)村社區(qū)基本上是原來的辦事處整體轉(zhuǎn)制而來的,這些社區(qū)可以行使原先辦事處大部分的行政職能。永嘉縣農(nóng)村社區(qū)治理最大的特點是保留行政村的體制,一個農(nóng)村社區(qū)下轄若干個行政村。在農(nóng)村社區(qū)設(shè)立一個服務(wù)中心,使服務(wù)中心成為一個提供基層社會治理和公共服務(wù)的新平臺。但是,對于永嘉縣來說農(nóng)村社區(qū)還是一個新興的概念,目前仍處于探索發(fā)展階段,雖然已經(jīng)搭建好社區(qū)的組織框架,但還需要進(jìn)一步完善社區(qū)管理體制、社區(qū)居民自治制度等方面的問題。目前還沒有針對永嘉縣農(nóng)村社區(qū)治理的理論研究。本文通過深入調(diào)查永嘉縣農(nóng)村社區(qū)治理現(xiàn)狀,運用文獻(xiàn)研究法、問卷調(diào)查和個別訪談法、對比研究法等研究方法,結(jié)合公民社會和治理與善治理論,對永嘉縣農(nóng)村社區(qū)治理工作進(jìn)行了比較深入調(diào)查與詳細(xì)的分析。主要研究內(nèi)容是:第一部分,闡述國內(nèi)外農(nóng)村社區(qū)治理研究現(xiàn)狀,介紹了本文的選題背景以及選題的目的和意義。第二部分,對農(nóng)村社區(qū)、社區(qū)治理、社區(qū)社會組織進(jìn)行了概念界定,介紹了公民社會理論、治理與善治理論。第三部分,永嘉縣農(nóng)村社區(qū)治理的現(xiàn)狀分析。主要分為五個方面:永嘉縣農(nóng)村社區(qū)的治理概況、永嘉縣農(nóng)村社區(qū)治理的特點、永嘉縣農(nóng)村社區(qū)治理的組織架構(gòu),永嘉縣農(nóng)村社區(qū)治理問卷調(diào)查、永嘉縣農(nóng)村社區(qū)治理取得的成效。第四部分:通過問卷調(diào)查和訪談,尋找永嘉縣農(nóng)村社區(qū)治理工作中存在的問題,例如社區(qū)管理行政化傾向嚴(yán)重、社區(qū)居民參與社區(qū)治理程度較低、社區(qū)社會組織發(fā)展滯后等方面問題,并針對這些問題結(jié)合相關(guān)社區(qū)治理理論分析問題產(chǎn)生的原因。第五部分:針對永嘉縣農(nóng)村社區(qū)治理工作的存在的問題,結(jié)合國內(nèi)外專家在農(nóng)村社區(qū)治理方面取得的經(jīng)驗,提出永嘉縣農(nóng)村社區(qū)治理多元主體參與的思路,即以政府為主導(dǎo)、以居民自治為基礎(chǔ)、以社區(qū)社會組織協(xié)同參與的農(nóng)村社區(qū)治理機(jī)制。并提出了永嘉縣加強(qiáng)農(nóng)村社區(qū)治理的對策:政府職能由管理向指導(dǎo)和監(jiān)督轉(zhuǎn)變,提高社區(qū)居民參與社區(qū)治理的程度,大力培育和發(fā)展社區(qū)社會組織。從而促進(jìn)永嘉縣農(nóng)村社區(qū)治理水平進(jìn)一步提高,同時希望能夠為溫州市的農(nóng)村社區(qū)治理工作提供參考。
[Abstract]:In 2011, Wenzhou carried on the large-scale adjustment and the withdrawal to the township division, the whole city 290 villages and towns (street) adjustment 140. Yongjia County adjusted the original 38 villages and towns to 10 towns, 8 streets and 3 functional areas. In May 2011, Yongjia County reformed the setting up of village-level organizations and set up new rural communities through "shunt". Yongjia County in accordance with the administrative planning layout of 906 administrative villages into 117 new rural communities, began the governance of rural communities. Yongjia County mainly adopts the method of joint village to set up rural communities. In 2012 Yongjia County optimized and adjusted the rural communities to 65 rural communities. However, for Yongjia County, rural community is still a new concept, and is still in the stage of exploration and development. Although the organizational framework of the community has been set up, it is still necessary to further improve the community management system. Community residents autonomy system and other aspects of the problem. At present, there is no theoretical study on rural community governance in Yongjia County. By investigating the present situation of rural community governance in Yongjia County, this paper combines the theory of civil society, governance and good governance with the methods of literature research, questionnaire investigation and individual interview, contrast research and so on. Yongjia County rural community governance work carried out a more in-depth investigation and detailed analysis. The main research contents are as follows: in the first part, the present situation of rural community governance research at home and abroad is expounded, and the background, purpose and significance of this paper are introduced. The second part defines the concept of rural community, community governance and community social organization, and introduces the theory of civil society, governance and good governance. The third part, Yongjia County rural community governance status analysis. It is mainly divided into five aspects: the general situation of rural community governance in Yongjia County, the characteristics of rural community governance in Yongjia County, the organizational structure of rural community governance in Yongjia County, and the questionnaire survey on rural community governance in Yongjia County. Yongjia County rural community governance achieved results. The fourth part: through questionnaires and interviews, to find out the problems existing in the rural community governance in Yongjia County, such as the serious tendency of community management administration, community residents participate in the degree of community governance is low. The development of community social organization lags behind, and the causes of these problems are analyzed based on the theory of community governance. The fifth part: aiming at the existing problems of the rural community governance in Yongjia County, combining the experience of the domestic and foreign experts in the rural community governance, the author puts forward the idea of the multi-subject participation in the rural community governance in Yongjia County, that is, the government is the leading factor. Rural community governance mechanism based on resident autonomy and community social organization. The countermeasures of strengthening rural community governance in Yongjia County are put forward: the transformation of government function from management to guidance and supervision, the improvement of community residents' participation in community governance, and the cultivation and development of community social organizations. So as to promote the level of rural community governance in Yongjia County further improve, and hope to provide reference for the rural community governance in Wenzhou City.
