【摘要】：二十世紀九十年代初冷戰(zhàn)的終結正式宣告了兩極格局的瓦解,國際關系格局與地區(qū)發(fā)展形勢發(fā)生了巨大改變,澳大利亞與東盟的安全與防務關系也隨之出現(xiàn)了一系列新的變化。冷戰(zhàn)結束以來的二十多年時間里,澳大利亞主動參與亞太區(qū)域的多邊安全對話以增強與亞太國家在安全與防務領域的共識,積極支持東盟倡導的亞太區(qū)域安全合作新形式的構建,促進有利于地區(qū)穩(wěn)定的安全合作的開展。當前,東盟主導的以東盟地區(qū)論壇為核心的安全合作與對話機制已經成為維持亞太區(qū)域安全秩序與解決地區(qū)爭端的主要平臺。在該安全框架下,澳大利亞與東盟的安全與防務合作井然有序地開展,防務關系穩(wěn)步提升,雙邊合作內容從傳統(tǒng)的軍事安全領域不斷向外延伸,目前已經拓展到包括經濟安全、恐怖主義、能源安全等在內的有可能對國家和地區(qū)發(fā)展產生嚴重威脅的多個非傳統(tǒng)安全領域問題,并取得了卓有成效的合作成果。雖然澳大利亞與東盟的雙邊防務關系受到與東盟成員國雙邊防務關系的影響出現(xiàn)了一定程度的波動,但是近些年來雙方都在致力于減少彼此間的摩擦、增加共同安全感。毋庸置疑,澳大利亞與東盟間日益密切的防務合作關系既有力地促進了澳大利亞與東盟國家的雙邊防務關系的良好發(fā)展,又極大地推動了亞太區(qū)域的安全與穩(wěn)定,為地區(qū)繁榮做出了積極貢獻。
[Abstract]:In the early 1990s, the end of the Cold War officially declared the disintegration of the bipolar pattern, the international relations and the regional development situation have undergone tremendous changes, and the security and defense relations between Australia and ASEAN have also appeared a series of new changes. In the more than two decades since the end of the cold war, Australia has taken the initiative to engage in multilateral security dialogues in the Asia-Pacific region to enhance consensus with Asia-Pacific countries in the area of security and defence. To actively support the establishment of a new form of security cooperation in the Asia-Pacific region advocated by ASEAN and promote the development of security cooperation conducive to regional stability. At present, the ASEAN led security cooperation and dialogue mechanism with the ASEAN Regional Forum as the core has become the main platform for maintaining the security order and resolving regional disputes in the Asia-Pacific region. Under this security framework, Australia's security and defense cooperation with ASEAN has been carried out in an orderly manner, defense relations have steadily improved, bilateral cooperation has continued to expand from the traditional military security field to include economic security. Terrorism, energy security and other non-traditional security issues, which may pose a serious threat to national and regional development, have achieved fruitful results. Although the bilateral defense relationship between Australia and ASEAN has fluctuated to a certain extent by the bilateral defense relations with ASEAN members, in recent years, both sides have been working to reduce the friction between each other and increase mutual security. There is no doubt that the increasingly close defense cooperation between Australia and ASEAN has not only contributed to the sound development of bilateral defense relations between Australia and ASEAN countries, but also contributed greatly to the security and stability of the Asia-Pacific region. It has made positive contributions to regional prosperity.
