我國養(yǎng)老服務(wù)多元供給主體關(guān)系研究

【摘要】:在人口老齡化、高齡化問題日趨嚴(yán)重的背景下,養(yǎng)老服務(wù)供給主體關(guān)系不明朗,多元供給服務(wù)體系發(fā)展緩慢。應(yīng)對(duì)人口老齡化、高齡化,完善養(yǎng)老服務(wù)供給體系成為黨和國家乃至社會(huì)各界共同關(guān)注的焦點(diǎn)。為積極應(yīng)對(duì)人口老齡化、高齡化問題,完善養(yǎng)老服務(wù)供給體系,在國家政策上我國開始轉(zhuǎn)變傳統(tǒng)以家庭或政府單一供給向以家庭、政府、非政府組織、市場(chǎng)等多元合作供給的轉(zhuǎn)變。但是,現(xiàn)實(shí)中由于忽略對(duì)供給主體關(guān)系模式的實(shí)證研究,使得養(yǎng)老服務(wù)主體供給結(jié)構(gòu)不完善,導(dǎo)致養(yǎng)老服務(wù)供給效果低下。本文以我國人口老齡化、高齡化為出發(fā)點(diǎn),從政策分析角度梳理我國供給主體的演變過程,以福利多元主義理論為理論基礎(chǔ),構(gòu)建四維供給主體分析框架,從理論上厘清各供給主體所應(yīng)當(dāng)履行的職責(zé)與任務(wù)。并選取2011年中國老年健康影響因素跟蹤調(diào)查(CLHLS)數(shù)據(jù)作為分析對(duì)象,采用實(shí)證分析方法對(duì)我國養(yǎng)老服務(wù)供給主體之間關(guān)系模式現(xiàn)狀進(jìn)行評(píng)估。研究得出,我國養(yǎng)老服務(wù)供給中家庭供給占主導(dǎo)、社會(huì)供給功能弱化、政府供給角色“缺失”嚴(yán)重。因此,可以說,這與福利多元主義理論倡導(dǎo)的多元主體合作供給模式相差甚遠(yuǎn)。在此基礎(chǔ)上,本文指出我國養(yǎng)老服務(wù)多元主體合作供給關(guān)系未形成,主要受養(yǎng)老服務(wù)供給不足、家庭供給“獨(dú)木難支”、政府退出供給等問題影響,提出從轉(zhuǎn)變政府職能、發(fā)揮家庭供給作用、提倡社會(huì)供給等方面進(jìn)行完善的具體建議。
[Abstract]:Under the background of the aging population and the aging problem, the relationship between the main body of the old-age service supply is not clear, and the development of the multiple supply service system is slow. To cope with the aging of the population and to improve the supply system of old-age services has become the focus of attention of the Party, the country and even all sectors of society. In order to positively deal with the problem of aging and aging of the population, and to improve the supply system of old-age care services, China has begun to change its national policy from the traditional single supply of families or governments to families, governments and non-governmental organizations. Market and other diversified cooperative supply changes. However, due to the neglect of the empirical research on the relationship between the main supply and the supply, the supply structure of the main body of pension service is not perfect, which leads to the low effect of the supply of the service for the aged. Based on the aging and aging of the population in China, this paper combs the evolution of the main body of supply from the angle of policy analysis, and constructs the framework of the analysis of the main body of supply in four dimensions on the basis of the theory of welfare pluralism. In theory, the responsibilities and tasks of each supplier should be clarified. The data of CLHLS in 2011 are selected to evaluate the current situation of the relationship between the main providers of old-age services in China. The research shows that the family supply is dominant, the social supply function is weakened, and the government supply role is seriously absent. Therefore, it can be said that this is far from the multi-subject cooperative supply model advocated by the theory of welfare pluralism. On the basis of this, this paper points out that the cooperative supply relationship of multiple subjects of pension service in our country has not formed, which is mainly affected by the insufficient supply of old-age service, the lack of family supply, the withdrawal of the government from supply, and so on, and puts forward that the transformation of government functions should be taken into account. Give play to the role of family supply, promote social supply and other aspects of specific suggestions to improve.
