【摘要】：在印度洋問題上,中國(guó)目前面臨"戰(zhàn)略兩難",一方面,利益的不斷增長(zhǎng)客觀上要求中國(guó)在印度洋地區(qū)"有所作為";另一方面,中國(guó)影響力的提升會(huì)面臨較大體系結(jié)構(gòu)壓力,尤其是印、美的反彈。近年出于"共同利益"需要,印美在戰(zhàn)略上相互討好之勢(shì)明顯,實(shí)則"各取所需"。在此背景下,印度洋地區(qū)安全結(jié)構(gòu)出現(xiàn)以下幾個(gè)新態(tài)勢(shì):第一,美印逐步走向戰(zhàn)略聯(lián)合;第二,美國(guó)實(shí)行責(zé)任推卸和離岸平衡策略,印度洋地區(qū)安全結(jié)構(gòu)將由中印美"三極"轉(zhuǎn)向以美國(guó)支持下的印度與中國(guó)的"兩級(jí)";第三,新安全結(jié)構(gòu)將是一種"競(jìng)合型"結(jié)構(gòu),"霍爾木茲困境"或?qū)⒊蔀橹袊?guó)未來(lái)"新困局"。在此基礎(chǔ)上,本文對(duì)結(jié)構(gòu)演變的原因進(jìn)行了探討,最后簡(jiǎn)要提出幾點(diǎn)中國(guó)的應(yīng)對(duì)之策。
[Abstract]:On the Indian Ocean issue, China is now facing a "strategic dilemma." on the one hand, the growing interests of China objectively require China to "do something" in the Indian Ocean region; on the other hand, the promotion of China's influence will face greater structural pressure on the system. In particular, India, the United States rebound. In recent years, due to the need of "common interests", India and the United States have an obvious tendency to please each other strategically, but in fact, they "get what they need". Against this background, the security structure in the Indian Ocean has taken on the following new trends: first, the United States and India are gradually moving towards strategic unity; and second, the United States has implemented a strategy of shirking its responsibilities and balancing off shore. The Indian Ocean security structure will be changed from the "three poles" between China, India and the United States to the "two levels" between India and China supported by the United States; third, the new security structure will be a "competing structure", and the "Hormuz dilemma" may become a "new dilemma" for China in the future. On this basis, this paper discusses the causes of structural evolution, and finally puts forward some countermeasures for China.
