【摘要】：城市社區(qū)是組成城市的基本單位,是城市的細(xì)胞,在我國(guó)社會(huì)發(fā)展和國(guó)家建設(shè)中發(fā)揮著難以替代的作用。我國(guó)經(jīng)濟(jì)社會(huì)的不斷發(fā)展和改革開(kāi)放的進(jìn)一步深化,對(duì)我國(guó)城市社區(qū)的建設(shè)及其功能的完善提出了新的要求。特別是隨著宜居城市理念的傳播和宜居城市建設(shè)的深入發(fā)展,更加迫切的要求我們必須進(jìn)一步準(zhǔn)確定位和完善我國(guó)城市社區(qū)功能,以期通過(guò)發(fā)揮社區(qū)在加強(qiáng)基層建設(shè)和推動(dòng)民主發(fā)展等方面的功能,更好的順應(yīng)現(xiàn)代城市發(fā)展的潮流,實(shí)現(xiàn)人與社會(huì)的全面發(fā)展。本文立足“深化基層群眾自治”這一背景,在系統(tǒng)研究“建設(shè)美麗中國(guó)”和“宜居城市理念”視角下如何構(gòu)建、完善社區(qū)城市社區(qū)功能基礎(chǔ)上,針對(duì)當(dāng)前我國(guó)城市社區(qū)功能的現(xiàn)狀、歷史變遷,發(fā)展趨勢(shì)進(jìn)行全面的研究和分析,以社區(qū)建設(shè)和服務(wù)為切入點(diǎn),以張掖市甘州區(qū)社區(qū)發(fā)展?fàn)顩r為典型案例,積極探索城市社區(qū)建設(shè)過(guò)程中社區(qū)功能的定位,探討宜居城市理念下的新型社區(qū)應(yīng)該如何順應(yīng)時(shí)代發(fā)展,具備何種功能,以及通過(guò)何種途徑和制度保障來(lái)實(shí)現(xiàn)。同時(shí),也對(duì)未來(lái)城市社區(qū)以及社區(qū)功能的發(fā)展前景、對(duì)策等提出了相應(yīng)建議。文章認(rèn)為,社區(qū)的發(fā)展離不開(kāi)人的全面發(fā)展,社區(qū)功能的定位和實(shí)現(xiàn)也終究是未來(lái)更好的適應(yīng)和提升人的全面發(fā)展進(jìn)而推動(dòng)整個(gè)社會(huì)的發(fā)展。聯(lián)系國(guó)際社會(huì)發(fā)展的潮流,結(jié)合我國(guó)特殊的國(guó)情和社區(qū)發(fā)展現(xiàn)狀,文章指出社區(qū)及其功能的發(fā)展不是冷血的組織架構(gòu)和干癟的制度建設(shè),更多的將是基于以人為本的和諧社會(huì)建設(shè)為宏觀背景和價(jià)值向?qū)А⒁詽M足社區(qū)居民自身發(fā)展需求為導(dǎo)向并能自主的、能動(dòng)的為社區(qū)居民提供資源支持和幫助的新型社區(qū)。本文的主要?jiǎng)?chuàng)新點(diǎn)在于以宜居城市理念為切入點(diǎn),通過(guò)這一獨(dú)特的、動(dòng)態(tài)的研究視角來(lái)分析和定位社區(qū)功能,不僅能夠更好的把握社區(qū)及其功能的歷史變遷,還能提出前瞻性相關(guān)發(fā)展建議和對(duì)策,通過(guò)實(shí)踐調(diào)查研究為社區(qū)功能的發(fā)展定位提供具有一定參考價(jià)值的建議。
[Abstract]:Urban community is the basic unit of the city and the cell of the city, which plays an irreplaceable role in the social development and national construction of our country. With the development of our country's economy and society and the deepening of reform and opening up, new demands are put forward for the construction of urban community and the perfection of its function. Especially, with the spread of the concept of livable city and the deep development of livable city construction, it is more urgent for us to locate and perfect the function of urban community in our country. The purpose of this paper is to bring into play the functions of the community in strengthening grass-roots construction and promoting democratic development so as to better conform to the trend of modern urban development and to realize the all-round development of people and society. Based on the background of "deepening grass-roots mass autonomy", this paper systematically studies how to construct and perfect the function of community under the visual angle of "building beautiful China" and "livable city concept". In view of the present situation, historical change and development trend of urban community function in our country, this paper makes a comprehensive study and analysis, taking community construction and service as the breakthrough point, and taking the development of community in Ganzhou District of Zhangye City as a typical case. This paper actively explores the orientation of community function in the process of urban community construction, and probes into how the new type of community under the concept of livable city should adapt to the development of the times, have what functions, and what ways and systems to achieve. At the same time, some suggestions are put forward for the future development of urban community and its function. The article holds that the development of the community is inseparable from the all-round development of the human being, and the orientation and realization of the function of the community is ultimately a better way to adapt and promote the all-round development of the human being in the future and then to promote the development of the whole society. In connection with the trend of international social development, combined with the special conditions of our country and the present situation of community development, the article points out that the development of the community and its functions is not a cold-blooded organizational structure and a desiccated system construction. More will be based on the people-oriented harmonious society construction for the macro background and value guide, to meet the needs of community residents for their own development and self-oriented, dynamic to provide community residents with resources to support and help the new community. The main innovation of this paper lies in the concept of livable city as the breakthrough point, through this unique, dynamic research perspective to analyze and locate the community function, not only can better grasp the historical changes of the community and its function. It can also put forward some forward-looking development suggestions and countermeasures, and provide some valuable suggestions for the development of community function through practical investigation and research.
