【摘要】：農(nóng)村居家養(yǎng)老服務(wù)是經(jīng)濟(jì)學(xué)研究中一個非常具有重要社會現(xiàn)實(shí)意義的課題,這在中國社會養(yǎng)老保障結(jié)構(gòu)失衡問題日益突顯、社會公共養(yǎng)老服務(wù)“效率”與“公平”失調(diào)的背景下顯得尤為突出。學(xué)者們針對現(xiàn)狀、特征、意義、影響因素和改進(jìn)模式等進(jìn)行了十分有價值和前瞻性的調(diào)查研究,提出的建議大多從社會學(xué)角度針對當(dāng)前存在缺陷和不足進(jìn)行局部的修補(bǔ),采用方法大多是個案調(diào)查研究,規(guī)范研究多于實(shí)證分析、微觀機(jī)理研究多于宏觀層面探討,綜合性、系統(tǒng)性的思考和調(diào)查研究較為缺乏。2011年,永安市在全省率先啟動農(nóng)村居家養(yǎng)老服務(wù)試點(diǎn),探索農(nóng)村適度集中互助養(yǎng)老模式,近年來有陸續(xù)推出了一批重在解決農(nóng)村社會公共養(yǎng)老服務(wù)問題的諸如居家養(yǎng)老服務(wù)站等的惠民工程,成為我省乃至全國推進(jìn)農(nóng)村居家養(yǎng)老服務(wù)工作先進(jìn)經(jīng)驗(yàn)的典型。本文將采用問卷調(diào)查法、文獻(xiàn)研究法和訪談法相結(jié)合的方法,將實(shí)證分析與規(guī)范分析相結(jié)合,微觀機(jī)理研究與宏觀層面研究相結(jié)合,以永安市作為典型案例進(jìn)行深入探討當(dāng)前農(nóng)村居家養(yǎng)老服務(wù)的現(xiàn)狀、問題及其原因,并結(jié)合農(nóng)村老年人對居家養(yǎng)老的需求及其影響因素,探討了提升農(nóng)村居家養(yǎng)老服務(wù)水平的對策建議。本文研究發(fā)現(xiàn)：以永安市為代表的農(nóng)村居家養(yǎng)老服務(wù)存在著供需失衡、服務(wù)質(zhì)量不高和村民認(rèn)同感低并存的矛盾,這既是社會資源投入相對不足也是新型城鎮(zhèn)化進(jìn)程不斷加快的社會轉(zhuǎn)型背景下農(nóng)村老年人社會心理沖突的結(jié)果。筆者認(rèn)為應(yīng)該秉持構(gòu)建保持優(yōu)勢,改進(jìn)不足,完善居家養(yǎng)老服務(wù)體系為總體思路,以“三自”原則(自愿、自費(fèi)、自負(fù))作為居家養(yǎng)老的服務(wù)基礎(chǔ),以“三助”原則(自助,互助,幫助)作為居家養(yǎng)老的行動準(zhǔn)則,以需求為導(dǎo)向,進(jìn)一步開發(fā)社區(qū)、社會志愿者、村民自身的居家養(yǎng)老服務(wù)潛力作為未來改進(jìn)方向,深入改進(jìn)完善永安市農(nóng)村居家養(yǎng)老服務(wù)模式。
[Abstract]:The rural home care service is a very important social and practical topic in the economic research. It is becoming more and more obvious in the social security structure of the society in China, and it is particularly prominent in the background of the "efficiency" and "fairness" in the social public service. The improvement model has carried out a very valuable and forward-looking investigation and research. Most of the proposed suggestions are from the sociological point of view of the existing defects and deficiencies in the local repair. Most of the methods are case investigation and study, the normative research is more than the empirical analysis, and the micro mechanism is more than the macro level, comprehensive and systematic. The lack of.2011 years of thinking and investigation and research, Yongan is the first to start the pilot of rural home care service in the whole province, and explore the mode of appropriate centralized and mutual assistance for the aged in rural areas. In recent years, there have been a number of benefiting projects, such as the home old-age service station, which have been used to solve the problems of rural social and public pension services, which have become our province and even the whole. This article will adopt the method of questionnaire survey, literature research and interview, combine empirical analysis with normative analysis, combine micro mechanism research with macro level research, and take Yongan as a typical case to explore the current rural home care for the elderly. The present situation, problems and reasons of the service, and combining with the needs of the elderly and the influencing factors of the elderly in the rural areas, discuss the countermeasures and suggestions to improve the service level of the rural home for the aged. This paper finds out that there are the imbalance of supply and demand, the poor quality of service and the low sense of identity of the villagers in the rural home care service represented by Yongan. This is the result of the social psychological conflict of the elderly in the rural areas under the background of the social transformation of the social resources and the social transformation of the new urbanization process. ) as the service basis of home care for the elderly, the "three help" principle (self-help, mutual assistance, help) is the guiding principle of the home care for the elderly, and the demand as the guidance, the further development of community, social volunteers, the villagers' own home pension service potential as the future improvement direction, in - depth improvement and improvement of the rural home care service mode in Yongan.
