【摘要】：國(guó)家治理的本質(zhì)是協(xié)商治理,協(xié)商治理的趨向是良政善治。國(guó)家治理的旨意與協(xié)商民主的內(nèi)蘊(yùn)具有緊密的關(guān)聯(lián)性,即利益均衡是國(guó)家治理與協(xié)商民主一致的目標(biāo)追求,公平正義是國(guó)家治理與協(xié)商民主相同的價(jià)值取向,主體平等是國(guó)家治理與協(xié)商民主同一的根本原則,公民精神是國(guó)家治理與協(xié)商民主共同的理念訴求。推進(jìn)國(guó)家治理現(xiàn)代化需要協(xié)商民主提供承接載體,反之,發(fā)展協(xié)商民主也需要國(guó)家治理現(xiàn)代化架設(shè)運(yùn)作平臺(tái)。即,一方面加強(qiáng)社會(huì)主義協(xié)商民主建設(shè)有利于為國(guó)家治理創(chuàng)造穩(wěn)定的社會(huì)環(huán)境,有利于提高國(guó)家治理過程中公共決策的質(zhì)量,有利于國(guó)家治理過程中公共利益的實(shí)現(xiàn);另一方面,國(guó)家治理現(xiàn)代化能夠?yàn)樯鐣?huì)主義協(xié)商民主建設(shè)疏通協(xié)商渠道、拓展操作場(chǎng)域、提供堅(jiān)強(qiáng)保障。因此,國(guó)家治理與協(xié)商民主具有邏輯上的內(nèi)在契合,二者在結(jié)構(gòu)上是一種互動(dòng)與融合的關(guān)系。
[Abstract]:The essence of national governance is consultative governance, and the tendency of consultative governance is good governance. The will of national governance is closely related to the connotation of consultative democracy, that is, the balance of interests is the consistent goal pursuit of national governance and consultative democracy, and fairness and justice are the same value orientation of national governance and consultative democracy. Subject equality is the fundamental principle of the unity of national governance and consultative democracy, and the spirit of citizenship is the common ideal of governance and consultative democracy. To promote the modernization of national governance, it is necessary to provide a carrier for undertaking by negotiation democracy, and conversely, to develop consultative democracy also needs to set up an operational platform for the modernization of national governance. On the one hand, strengthening the construction of socialist consultative democracy is conducive to the creation of a stable social environment for national governance, to improving the quality of public decision-making in the process of national governance, and to the realization of public interests in the process of national governance; On the other hand, the modernization of state governance can provide strong guarantee for socialist negotiation and democracy construction. Therefore, national governance and deliberative democracy are logically compatible, and the two are structurally an interactive and integrated relationship.
