【摘要】：隨著人口老齡化的深度發(fā)展,空巢老人養(yǎng)老逐漸成為人們?nèi)找骊P(guān)注的社會(huì)問題,越來越多的人認(rèn)識(shí)到贍養(yǎng)老人不能只依靠家庭,應(yīng)逐漸轉(zhuǎn)向社會(huì)。為破解空巢家庭的養(yǎng)老困局,迫切需要一種既能緩解政府、家人的養(yǎng)老壓力,又能有效為老年人提供便捷養(yǎng)老服務(wù)的養(yǎng)老模式,而社區(qū)養(yǎng)老作為一種新型的養(yǎng)老服務(wù)方式,越來越受到社會(huì)的高度重視,能夠有效緩解空巢老人的養(yǎng)老服務(wù)問題。本文主要研究了空巢老人以及社區(qū)養(yǎng)老的相關(guān)的基本概念和理論,指出現(xiàn)階段空巢老人社區(qū)養(yǎng)老是以家庭養(yǎng)老為主,輔之以社區(qū)機(jī)構(gòu)養(yǎng)老為輔助的養(yǎng)老模式,利用馬斯洛需求層次理論以及福利多元主義理論這兩大理論貫穿于整篇文章中,作為文章的理論依據(jù),同時(shí)論述了現(xiàn)階段城市空巢老人社區(qū)養(yǎng)老取得的成效以及存在的養(yǎng)老設(shè)施不完善、養(yǎng)老服務(wù)人員素質(zhì)低下,養(yǎng)老服務(wù)運(yùn)營(yíng)困難等問題,并闡釋了出現(xiàn)這些問題的原因在于社區(qū)養(yǎng)老資金少,渠道單一,空巢老人收入少,社區(qū)養(yǎng)老文化活動(dòng)單一等問題,為解決空巢老人的社區(qū)養(yǎng)老問題做好鋪墊,同時(shí)利用比較分析法將美國(guó)、英國(guó)、日本、上海等國(guó)內(nèi)外一些發(fā)達(dá)的國(guó)家和城市的空巢老人社區(qū)養(yǎng)老的對(duì)策進(jìn)行比較分析,為我國(guó)利用社區(qū)養(yǎng)老的方式解決空巢老人的養(yǎng)老問題提供借鑒啟發(fā),最終,根據(jù)福利多元主義理論,從政府層面加大資金投入、建立合理的養(yǎng)老保障體系、進(jìn)行有效的監(jiān)督、培養(yǎng)優(yōu)秀的養(yǎng)老服務(wù)人員;從市場(chǎng)層面通過建立商業(yè)養(yǎng)老保險(xiǎn)金,利用市場(chǎng)資源幫助空巢老人再就業(yè);從社區(qū)層面加大多方面吸引多方合作,利用信息化手段為空巢老人建立檔案;從社會(huì)組織層面加大志愿者服務(wù),進(jìn)行社區(qū)活動(dòng)等四個(gè)主體方面來解決空巢老人社區(qū)養(yǎng)老問題。
[Abstract]:With the deep development of the aging population, the old-age care for the empty-nest elderly has gradually become a social problem that people pay more and more attention to. More and more people realize that supporting the elderly can not only depend on the family, but should gradually turn to the society. In order to solve the pension dilemma of empty-nest families, there is an urgent need for an old-age model that can not only relieve the pressure of the government and the family, but also provide convenient pension services for the elderly. As a new type of old-age service, community old-age care is a new type of old-age service. More and more attention from the society, can effectively alleviate the empty nest elderly pension services. This paper mainly studies the basic concepts and theories of empty-nest elderly and community old-age care, and points out that at present, the empty nest elderly community old-age care is mainly based on family pension, supplemented by community institutional old-age care as a supplementary pension model. Using Maslow's theory of hierarchy of needs and the theory of welfare pluralism throughout the whole article, as the theoretical basis of the article, At the same time, the paper discusses the achievements of the urban empty-nest elderly community pension at the present stage, as well as the existing problems such as the imperfect pension facilities, the low quality of the old-age service personnel, the difficulty in the operation of the old-age service, etc. And explained the causes of these problems, such as the lack of community pension funds, single channels, empty nest elderly income, community old-age cultural activities and other issues, so as to solve the empty nest elderly community pension problems. At the same time, by means of comparative analysis, the countermeasures of the empty nest elderly community pension in some developed countries and cities at home and abroad, such as the United States, the United Kingdom, Japan, Shanghai and so on, are compared and analyzed. Finally, according to the theory of welfare pluralism, increase the investment from the government level, establish a reasonable pension security system, and carry out effective supervision. To train excellent pension service personnel; to use market resources to help empty-nest old people re-find jobs through establishing commercial pension insurance funds at the market level; to increase the attraction of multi-party cooperation at the community level. Using information technology to establish archives for the empty nest elderly; from the social organization level to increase volunteer services, community activities, such as four main aspects to solve the empty nest elderly community pension problem.
